Not from Level 4, not directly. The Enid Work Center is a Level 1 facility, and the classification gap between Level 4 and Level 1 is too large to bridge in a single transfer. Inmates have to step down through the custody levels over time as they demonstrate clean conduct and earn lower classifications. Level 4 means the system has assessed him as requiring a higher security environment, and that assessment has to change before any lower-security placement is on the table.
The path to Enid starts with getting his custody level reduced. That happens through a clean disciplinary record, consistent program participation, and the passage of time. His case manager or counselor can tell him what the specific criteria are for a reclassification review and what steps he can take to position himself for a lower level at his next review.
It is worth working toward. Level 1 and work center placement are achievable for inmates who put in the work inside, and being closer to home would make a real difference for your family. But it requires going through the classification process properly rather than jumping to a specific facility.
