Two days of silence after a transfer is completely normal and almost always has a straightforward explanation. Here is what is most likely happening.

He may still be in transit

Federal and state transfers rarely move directly from one facility to another in a straight line. Inmates in transit often pass through one or more county jails or federal transfer centers along the way before reaching their final destination. At each stop they have no established phone account, no approved call list, and no way to make outgoing calls even if they wanted to. They arrive, they wait, they move again. Communication during this period is essentially impossible through any channel.

He has arrived but phone access is not yet restored

If he has reached his new facility his phone access does not automatically transfer with him. His approved call list has to be rebuilt from scratch at the new institution. Your number needs to be resubmitted and approved by the new facility's staff. His phone account needs funds. Until all three of those things are in place calls cannot go through regardless of how much he wants to reach you.

Phone privileges may be temporarily suspended

New arrivals at some facilities go through an intake period where phone access is restricted until the initial classification and processing is complete. This is standard procedure and has nothing to do with his behavior or status.

What you can do right now

Send a letter to the new facility if you know where he has been transferred. A letter can arrive and reach him even before his phone access is restored. Knowing you are thinking of him and that you are not worried makes the intake period significantly easier for him.

If you do not yet know which facility he has been transferred to InmateAid's free inmate search and the BOP locator at bop.gov/inmateloc for federal inmates can help you locate him quickly.

Make sure you also have money ready to send to his new account. Once his phone list is approved he will need funds available to make that first call. Having money waiting means the call happens the moment the list clears rather than after another delay.

Two days is not long. He is almost certainly thinking about you and working on getting to a phone as fast as the system will allow him to.
