Can an inmate get a partial pilots license in jail?

My son loves to fly planes. Would it be possible for him to take his ground school in prison. He wouldn't be flying just the ground school so when he gets out he can take the flying part . I don't see why he couldn't do something like this. It's ground school. Thank you . Carla Chait (mom)
