The short answer is not immediately, but not for long either.

When an inmate first arrives at Arrendale State Prison's diagnostic unit, there is a processing and orientation period before most privileges kick in. Phone access typically opens up within about a week of arrival. That first week is intake, classification interviews, medical screening, and getting assigned to a housing unit. It is a busy and disorienting stretch for the inmate, and the facility runs on its own timeline during that window.

Commissary works a little differently. If your person already has money on their books when they arrive, they can access commissary as soon as it is their assigned shopping day. Commissary is not withheld as part of the intake process the way phone access sometimes is. The limiting factor is simply whether funds are available and whether their day of the week has come around yet. Every housing unit gets a designated commissary day on a rotating schedule, so the wait could be a few days depending on when they arrived relative to the schedule.

The practical move if you want to make sure they have what they need right away is to get money on their books before or immediately after arrival. That way when their commissary day hits in that first week, they are not starting from zero. InmateAid can help with sending letters during that initial phone blackout period so they know someone on the outside is thinking about them even before the calls start coming through.
