On what grounds do you think that your inmate (over the 2.1 million incarcerated people) has that would compel the President (or Governor) to pardon someone you know? There is a process that requires an application be filed stating your reasons for the pardon. It is submitted to the Office of the Pardon Attorney who reviews and recommends a short list each year.
