The most direct way to get the number is to contact the facility where the inmate is housed and ask the administrative office or secretary for the SID number. Have the inmate's full legal name and date of birth ready when you call to help them pull up the correct record quickly. Most facilities will provide this information to people inquiring about an inmate they have a legitimate reason to contact.
State department of corrections inmate locator tools are another reliable source. Most states have a public-facing offender search on their DOC website where you can look up an inmate by name and the results typically include the SID or offender number alongside facility and sentence information.
For federal inmates the Bureau of Prisons inmate locator at bop.gov returns the federal register number which serves the same purpose as a SID in the federal system.
