Is it safe to send commissary funds to someone I've never met in Lowell Correctional in Florida?

Why would you do that? If you feel compelled to send money, consider it 'safe' but puzzling unless they have given you a story and you just want to help. I'd be careful not to overextend yourself sending money to an inmate on promises they made.
