Arraignment timelines vary based on the charges and how busy the courts are, but in most jurisdictions, including New Mexico, the law requires an initial appearance before a judge within 48 hours of arrest. That initial appearance, sometimes called a first appearance or preliminary hearing, is where bail is addressed and the charges are formally presented. The full arraignment, where a defendant enters a plea, can follow quickly or be scheduled for a separate date depending on the case.

It depends on whether this is an inter-state extradition or intra-state extradition. Most states will give another state 30 days to decided to extradite someone. On the other hand, if the extradition is between counties in the same state, the holding county will give the requesting county 48 - 72 hours to pick up an offender.

There are no rules that require inmates to get their head shaven or even a haircut. The facility has a barber that is run by the inmates. Inmates pay for the "service" with something from commissary that amounts to a $2-3 worth of goods.
