Once an inmate is removed from a drug program due to a disciplinary issue, getting back into the same program is generally not an option. The program is designed around accountability and personal responsibility, and being removed for misconduct disqualifies most participants from re-enrollment. That opportunity is gone.
However, that does not mean all programming options are closed. MTC in Baltimore, as a privately operated facility, typically offers its own set of programs and classes that are separate from what was available at Frederick County. Your boyfriend's first step is to meet with his case manager or counselor at MTC and ask directly what programs are available and how to enroll. Showing genuine interest in programming from the moment of arrival at a new facility sends the right signal and gets the process started.
On the job question, work assignments at the previous facility do not transfer. Inmates are reassigned to available jobs at the new facility based on availability, security classification, and the inmate's own request. Again, the case manager is the right person to talk to about what positions are open and how to get on the list.
On calling to speed things up from the outside, what you can and cannot find out depends on your relationship to the inmate. Facilities are generally more forthcoming with legal spouses than with unmarried partners. You can try calling MTC's main number and asking to speak with a case manager, but be prepared for limited cooperation if the relationship is not legally recognized.
The most effective way to stay informed is through your boyfriend directly. Once he is settled and has phone access, he will be the best source of current information about what is available to him at MTC.
