The number you received from InmateAid needs to be added to your GTL account so that calls placed to that number route correctly and the discounted rate applies.
If you signed up for the Q-Plan through InmateAid that subscription covers 1,000 long distance minutes per month and bills every three months automatically. That charge comes through InmateAid separately from whatever you deposit into your GTL account for call credits.

GTL at connectnetwork.com handles the actual call credits that your son draws from when he places a call.
