Why Do Some Inmates Get Charged and Others Walk Free?

Why is it on a special count 4 were involved with the same case an 2 received nothing 1 received a minor and my husband got hit with a major case. Yes he was on the phone with me. 2 were in the shower and the other in the day room with my husband … not even rack up was called. I'm a ex offender my self so I know the rules
