The Winnebago Co Jail is a low/medium-security detention center located at 4311 Jackson St Oshkosh, WI which is operated locally by the Winnebago County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Winnebago County accepts inmates from surrounding towns, Oshkosh Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Inmate Mail - If items such as stamps, photographs larger than 4" x 6", blank paper, newspaper or magazine clippings, stamped envelopes, etc. are mailed to an inmate, they will go directly in with the inmate's property. Newspapers, magazines, and soft cover books must come directly from the publisher. Hardcover books are not permitted in the facility. Inmates are allowed two books, three magazines, and one newspaper in their cell at a time. Items in excess of that will also be placed with the inmate's property.

Inmate Commissary Accounts - Certified checks and money orders can be mailed into the jail or dropped off at the lobby window at any time. Deposits are placed directly into the inmate's commissary account.

To avoid paying for collect calls, inmates have the option of purchasing phone cards on commissary.

INMATE COMMISSARY - We only accept cashier's checks or money orders as payment into inmate commissary accounts. Cash will not be accepted. All monies can be used to purchase items off commissary (i.e.: calling cards, food, hygiene items, paper, and stamped envelopes) as long as they have a positive balance. By law, we cannot give you the balance or any information pertaining to an inmate’s account. We can only deposit cashiers checks or money orders and give you a receipt for the amount you deposited. There is also a program called icaredirect through ARAMARK. To access this program you will need internet access, the inmate’s ID number and a VISA/MC to place orders.

BOOKS/MAGAZINES/GAMES - Books can be sent in from any bookstore or publisher (Amazon). We do not allow hardcover books in all housing units; while soft cover books are allowed throughout the jail. Magazines are only allowed in Direct Supervision pods and D400 Huber. If you send magazines or hardcover books to an inmate who is not housed in these areas they will not receive them, even if they move to these areas at a later time. Games must be new and factory sealed. All games are considered donations and become the property of the Winnebago County Jail. Games must be approved before they are given to the inmates; this may take a few days. Any unapproved items are placed into inmate property.

Visiting Rules

Inmates must submit a list of people they want on their visitation list. Inmates may list up to eight people on that list, however, they are allowed only 3 visitors during visitation. Minors are included in this number. All minors must be accompanied by an adult. After the inmate submits their list, it takes up to one week for the visitors to be approved and added into the computer. The inmate picks the time and day of the week that they want each of their visitors to see them. The inmate is responsible for notifying their visitor (s) of their assigned day and time. If the inmate wants his or her pastor/priest (i.e.into professional visitors) to come to see them, they must be added to their visitation list as well.

NOTE: Visitors will not be allowed to bring any purses, backpacks, jackets, keys, etc. to the visitation booths. The only item visitors are allowed to bring into the visitation booth is a photo ID. All non-essential items should be left at home or in the vehicle prior to entering the building. A limited number of lockers are provided in the lobby.
