Alabama has two separate phone systems. The Alabama Department of Corrections (ADOC) runs all state prisons under a single statewide contract, and switched providers on August 1, 2025. Alabama's 67 counties each operate their own jails and contract phone services independently.
ADOC uses "inmates" throughout its materials. The inmate's unique identifier is the AIS number, a six-digit Alabama Institutional Serial number.
PART 1 - ALABAMA STATE PRISONS (ADOC)
Alabama Department of Corrections has contracted with ICS Corrections, Inc. (ICSolutions) as its statewide communications provider, effective August 1, 2025. This replaced the previous Securus/JPay system. All ADOC facilities statewide use ICSolutions.
How ADOC phone calls work
Inmates place outgoing calls only. Families cannot call in. The inmate places the call from a facility phone using their approved call list. When a call connects, you will hear a pre-recorded message identifying the facility and the inmate's name. You can then accept or decline.
Approved call list: The inmate manages their approved numbers. Your number must be on the list before any call can be received. Coordinate with the inmate to get added. Cell phones are accepted when the number is on the approved list.
All calls are recorded and monitored. Inmate voice validation is required in order for the inmate to place a call. Legal calls to verified attorneys are handled under confidentiality protections.
Call length is currently limited to a 20-minute maximum.
Setting up an account - ICSolutions
Set up an ICSolutions account before the first call. If a call arrives before you have an account, you will receive a complimentary 60-second call and then be given the opportunity to set up with a customer service representative on that call.

Account types:
Prepaid Collect: You fund an account tied to your specific phone number. The inmate calls your number and the cost is deducted from your balance. Calls can only be made to the number linked to the account.
Debit Calling (Inmate-Prepaid): Family funds the inmate's debit account. The inmate can then use those funds to call any number on their approved list. This is the option to use if you want the inmate to be able to call multiple numbers. Funded through accesscorrections.com.
Rates - ADOC statewide (ICSolutions contract):
- Domestic phone calls: $0.08 per minute
- International phone calls: carrier cost + $0.08 per minute (rates vary by country; updated quarterly)
- Remote video visitation: $0.16 per minute (announced as coming soon as of this writing)
- Email/text messaging: $0.15 per message (via CorrLinks - see below)
- Photo sharing (inbound only): $0.30 per photo
- Family and friends voicemail: $0.25 per voicemail (30 seconds)
No ancillary fees of any kind. No connection charges. Prices do not include taxes.
These rates are well below the FCC's 2025 IPCS Order interim caps (effective April 6, 2026), which set the ceiling for large prisons at $0.10/min plus a $0.02/min facility additive. Alabama's $0.08/min rate is already compliant.
Voicemail
To leave a voicemail for an inmate, call 217-426-0499. You will need the 4-digit PIN from your ICSolutions account and the inmate's AIS number. Messages are 30 seconds; cost is $0.25.
Text chat - CorrLinks
Text messaging to ADOC inmates is handled through CorrLinks, which is a separate platform from ICSolutions. Families must create a separate CorrLinks account at corrlinks.com, download the CorrLinks Text Chat smartphone app, and fund it separately. Cost is $0.15 per message. Tablet purchases
Tablet content is funded from the inmate's debit account. Families can fund the debit account. Funding is limited to $50 per month via credit card; there is no monthly limit for money orders or cashier's checks.
Video visitation
Remote video visitation at $0.16/min has been announced and was listed as "coming soon" on the official ICSolutions Alabama page. Confirm availability before attempting to schedule. Scheduling will be through icsolutions.com once available.
Legal calls
Legal calls between an inmate and their verified attorney are not monitored or recorded. The attorney's number must be verified with the facility before privileged calls can be placed. Attorneys and bondsmen may set up direct billing by calling 800-464-8957.
Blocking and unblocking calls
When a call arrives, you can choose to refuse it and optionally block all future calls from that inmate or from all ADOC. If you block a number in error, call 888-506-8407 to remove the block.

PART 2 - ALABAMA COUNTY JAILS (67 counties)
Alabama has 67 counties, each operating its own jail under the county sheriff. County jails contract phone services independently from ADOC. The vendor, rates, setup process, and call rules at a county jail are completely separate from the ICSolutions ADOC system. An ICSolutions account funded for an ADOC state prison will not work at a county jail.
How to find the current vendor for a county jail
Go to the county sheriff's official website and look for pages labeled "Inmate Telephone," "Inmate Services," "Phone Calls," or "Visitation." The vendor name, website, and customer service number will be listed there. If not found online, call the jail directly. Vendor contracts change; always verify before setting up an account or adding funds.
