Located at 6913 N BDI Blvd in Douglas, AZ, ADCRR Douglas-Pagano carefully assigns inmates based on their custody level, considering factors like criminal history. ADCRR Douglas-Pagano offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.

The ADCRR-Douglas-Papago, situated within the Douglas complex, is a state prison facility that incorporates 5 units of varying security levels. The Papago Unit was purchased from the Desert Inn Motel Company in response to a law passed in 1984 prohibiting DUI inmates from being housed with others. Due to prison overcrowding, the Gila Unit was constructed with portable modular housing. Work crews from Arizona Correctional Industries and Intergovernmental Agreement assignments engage in tasks within the local and surrounding communities, as well as on institutional grounds. Inmates from the Papago Unit work both on and off the complex grounds, participating in various labor assignments, including food service, building maintenance, vehicle maintenance, and general labor for institutional upkeep.

Most ADCRR-Douglas work crews are deployed daily for community betterment and beautification projects, including off-complex grounds work and assignments within the complex perimeter. Additional opportunities include participation in Wildland Fire Crew activities and employment with organizations such as Fiesta Canning, Inc. and Southeast Arizona Medical Center.

In terms of education, the facility offers Adult Basic Education (ABE), enabling many inmates to earn their General Equivalency Diploma (GED) while incarcerated. Other programs include Mandated Adult Education, Test of Adult Basic Education (TABE), and Work-Based Education (WBE) programs in partnership with Cochise College, offering certifications in various fields such as Building Construction Technology, Computer Technology, Automotive Technology, and AC Refrigeration.

Treatment and self-improvement programs at Douglas-Papago include Narcotics Anonymous (NA), Alcoholics Anonymous (AA), and Moderate Treatment for Substance Abuse. Additionally, inmates participate in programs focusing on cultural diversity, cognitive restructuring, and Merging Two Worlds, which prepares them for reentry by imparting a range of life skills. These initiatives aim to support inmates' rehabilitation and successful integration back into society.
