The Arizona Department of Corrections (ADCRR)–Phoenix operates as one of the 13 prison facilities under the Arizona Department of Justice, situated in Maricopa County. ADCRR-Phoenix comprises a range of security units, including minimum, low/medium, and high-security units such as Alhambra Reception, Aspen SPU, Baker Unit and the Flamenco Unit.

The ADCRR-Phoenix complex stands out within the department due to its unique setup. Four of its units are located on the grounds of the Arizona State Hospital and leased through the Department of Health Services. With an inmate capacity of approximately 1,042 spread across seven housing units at various security levels, ADCRR-Phoenix employs a score classification system to assess inmates' appropriate custody and security level placement, with scores ranging from 1 to 5 indicating the level of risk or need.

ADCRR-Phoenix operates as a modern, medium to high-security prison, encompassing three major functional areas: a reception center for incoming inmates, licensed mental health beds, and transitional care units for mental health inmates. Skilled inmates from the general population are selected to perform maintenance tasks, work in the facility's kitchen, and serve in yard and cleaning crews.

The Reception Center at Phoenix serves as the initial processing point for adult male inmates entering the Department from various counties, excluding Death Row and inmates serving life sentences. Here, inmates undergo medical and psychiatric screenings, initial classification, and statewide transportation.

The Baker Ward houses an inpatient care unit with a medical infirmary, while Flamenco serves as a licensed in-patient mental health facility for inmates across custody levels, providing group and individual therapy sessions.

Programs at ASPC-Phoenix include work crews assigned to maintenance and other tasks within the Alhambra and Aspen units. Education programs, including mandatory literacy, special education, GED, and high school diploma programs, are offered through the Phoenix Success Academy. Inmates are also encouraged to pursue associate degrees, with several successful graduates in the past.

Treatment and self-improvement programs at Flamenco and Aspen units include weekly psychoeducation groups, individual therapy sessions, art therapy, book clubs, healthy peer relationship groups, self-esteem and anger management sessions, and a Recovery Support Specialist program aimed at preparing inmates for successful reintegration into society upon release.

Alhambra Visitation - Inmates in Reception status at Alhambra are not allowed visitation or phone calls (usually 30 - 45 days). Only those inmates assigned to Alhambra as resident workers or those in treatment programs are allowed visitors.
