Arizona has more ICE detention facilities than almost any other state - five are clustered within a few miles of each other in the Florence and Eloy area of Pinal County alone. This geographic concentration is the defining fact about ICE detention in Arizona. If someone is in ICE custody in Arizona, they are almost certainly held in Pinal County, about 60 miles southeast of Phoenix. If your family member is in ICE custody in Arizona but you cannot locate them through the online system, they may be in the process of being transferred between facilities within the Pinal County complex. Call the individual facility phone numbers listed below - the Eloy Detention Center and Florence Service Processing Center are the most common first-stop facilities. Use all the phone numbers below if needed.
Important: If someone is told they are 'in Florence,' ask specifically which facility - there are multiple distinct facilities in the Florence area with different addresses, phone numbers, and visitation rules.
Step 2: Where ICE Detainees Are Held in Arizona
Arizona's ICE detention complex is centered in Pinal County, between Phoenix and Tucson. Most people detained by ICE in Arizona end up in one of five facilities in this area. An additional overflow facility operated in Mesa in 2025-2026. Always confirm which specific facility your family member is in before visiting - each has its own rules and hours.

The Eloy Detention Center has operated continuously since 1994 and is one of the most heavily used immigration detention facilities in the United States. It is operated by CoreCivic, a private prison company. In 2025-2026, advocates and the Florence Project have documented significant concerns about medical care at Eloy, including documented deaths and cases of medical neglect. Two people died in ICE custody at Eloy in 2025-2026: Oscar Rascon Duarte in September 2025 and Emmanuel Damas in March 2026. These are documented facts and families should contact the Florence Project immediately if a family member at Eloy has medical needs that are not being met.

Florence Service Processing Center (Florence SPC)

The Florence SPC is a federally operated facility - one of the few in Arizona run directly by ICE rather than by a private contractor. It has also been used as a short-term staging facility. Advocates have documented extended holds beyond the standard 72-hour maximum for staging facilities.

Mesa Overflow Facility (AROCC) - Active 2025-2026
Located at the Phoenix-Mesa Gateway Airport area, Mesa, AZ
In 2025-2026, ICE operated a temporary overflow holding facility in Mesa that became significantly overcrowded. As of spring 2026, the average daily population was approximately 274 people, with individuals staying an average of 36 hours before transfer. The facility has been the subject of reported civil rights concerns including pepper spray incidents involving detained people. Check the ICE Detainee Locator and call the Phoenix ICE Field Office to determine if someone is at this location.
Step 3: Get Legal Help - The Florence Project Is On-Site
The Florence Immigrant and Refugee Rights Project is the single most important resource for people detained in Arizona. Unlike most legal aid organizations, Florence Project attorneys and legal assistants work directly inside the Eloy and Florence detention facilities every week. Their services are entirely free.
IMPORTANT: The Florence Project does not charge fees. Anyone claiming to be from the Florence Project and asking for money is committing fraud.
Florence Project services inside detention: Weekly group legal orientation presentations where every detainee scheduled for immigration court receives basic rights information; individual one-on-one legal consultations; group workshops on bond hearings, asylum, cancellation of removal, and other legal topics; case representation for some individuals placed with staff attorneys or external pro bono attorneys.
The Florence Project cannot represent every person - approximately nine out of ten people in Eloy and Florence cannot afford private attorneys and represent themselves. But every person going before an immigration judge will have had access to a Florence Project orientation before their first court date.
Note: In January 2025, the Trump administration's Department of Justice halted federally-funded Legal Orientation Programs (LOP) in detention centers nationwide. This suspended the Florence Project's group rights presentations for a period. Confirm current access by contacting the Florence Project directly.

Step 4: Bond - How to Get Someone Released
Bond hearings for people detained in Eloy and Florence are held at the Eloy Immigration Court (for Eloy detainees) and the Florence Immigration Court (for Florence facility detainees). Hearings are often held by video from inside the detention center. Not everyone is eligible - mandatory detention applies to some people based on their case type and criminal history.
To request a bond hearing, the detainee or their attorney files a request with the immigration court. Call 1-800-898-7180 to find out if a bond hearing has been scheduled and when.
Where to Post Bond in Arizona
Bond cannot be posted directly at the Florence or Eloy facilities. Immigration bonds for detainees in the Arizona facilities are posted at the ICE ERO Phoenix Field Office:

Payment: Cash, cashier's check, or money order payable to 'Department of Homeland Security.' Bring the detainee's full name, A-Number, and the bond order from the immigration judge.
If you cannot travel to Phoenix, a licensed immigration bond agent (surety company) can post the bond electronically for a fee of 2%-20% of the bond amount.

Step 5: Communication - Staying Connected
Visiting in Person
Arizona's detention facilities are located approximately 60 miles southeast of Phoenix, in a rural area of Pinal County. Plan travel time and confirm visiting hours before driving - families are turned away when they are not prepared. Each facility has different rules; verify hours directly with the specific facility before visiting.
Eloy Detention Center visiting hours (verify directly - hours vary by housing unit):
Saturday general population visits - check ICE.gov/detain/detention-facilities/eloy for current schedule by housing unit. Hours differ for male general population, segregation, and other units.
Florence Service Processing Center: Contact (520) 868-5862 for current visiting schedule.
Central Arizona Florence Correctional Center (CAFCC): Contact facility - visitors must arrive 45 minutes before scheduled visit time for processing.
All visitors: Bring a valid government-issued photo ID. Do not bring prohibited items. Expect security screening. Children visiting must be accompanied by an adult guardian 18 or older.
Phone Calls
Detainees cannot receive incoming calls. They can make outgoing calls through the facility's contracted phone service. At Eloy, the provider is GTL/ViaPath (gettingout.com). Set up a prepaid account linked to your phone number so your family member can call without collect charges. Calls are monitored and recorded except for legal calls.
Free calls: ICE standards require detainees to have access to free calls to consular officials and legal service providers on the posted pro bono list. Ask your family member to request the free call list from facility staff.

Sending Money
Money for commissary accounts can be deposited through the GTL/ViaPath platform (gettingout.com), at facility kiosks, or by mailed money order. Write the detainee's full name and A-Number on any money order. Contact the specific facility for current accepted deposit methods.
Step 6: Medical Concerns and Rights
Arizona's detention facilities - particularly Eloy - have a documented history of medical neglect. Advocates have reported cases of delayed surgery, cancelled specialist appointments, and inadequate post-operative care. Two deaths occurred at Eloy in 2025-2026. If a family member has a medical condition, communicate with them regularly and contact an attorney or the Florence Project if their medical needs are not being addressed.

Arizona has widespread fraud targeting immigrant families. Anyone who is not a licensed attorney, an accredited representative, or a Florence Project staff member who offers immigration help for a fee may be a fraudster. Never pay someone who claims to be from the Florence Project - they are free. Check any attorney's bar status before paying for services.
