Arizona changed how mail works effective December 15, 2025. General mail sent to ADCRR facility addresses is no longer delivered to inmates. All incoming general mail must now go to a Securus processing center in Dallas, Texas. If you have been sending letters to a facility address since December 2025, they have been returned to you. If you sent them during the grace period (December 15, 2025 through January 15, 2026), ADCRR processed them anyway. After January 15, 2026, mail sent to the facility is returned to sender.

What Families Are Facing in Arizona

ADCRR operates numerous prison complexes across the state -- in Florence (Pinal County, about 65 miles southeast of Phoenix), Tucson, Phoenix, Perryville (Goodyear, primary women's facility), Yuma, Kingman (private, Management and Training Corporation), Lewis (Buckeye), Safford (Graham County), and Douglas (Cochise County near the Mexico border). Private contractors CoreCivic and MTC operate some facilities under ADCRR contracts.

Arizona also houses out-of-state prisoners from Alaska at CoreCivic facilities in Florence and Red Rock. If you are an Alaska family whose loved one is in Arizona, the ADCRR Constituent Services line above is your first contact.

The distances in Arizona are significant. Yuma is more than three hours from Phoenix. Kingman in Mohave County is nearly three hours northwest. Douglas is nearly three hours southeast. Families in the Phoenix metro who have a loved one at a remote facility are not making a quick visit.

The December 2025 mail digitization represents a fundamental change in how families communicate through letters. Securus now scans all incoming general mail, transcribes it digitally, and delivers it to the inmate's tablet within three business days. Securus also maintains customized watch lists that flag specific words, recipients, and senders for additional review. Every general letter you send is read by a Securus contractor before your loved one sees it.

For families who cannot afford or do not have reliable internet access: inmates without tablets access digital mail through electronic kiosks in the facility, or their mail is printed in black and white and delivered to them.

Your Rights as a Family Member in Arizona

Visitation rights

ADCRR offers both in-person and video visitation. Applications are submitted online through the Constituent Services portal at corrections.az.gov. The background check fee is paid through the same portal.

Visitation is a privilege. The facility maintains approval authority over the visitor list and visit scheduling. Contact the facility-specific visitation email (listed at corrections.az.gov/constituent-services under "Visitation Contact Emails") for facility-specific questions.

To schedule: go to corrections.az.gov and navigate to Constituent Services to access the visitation scheduling portal for both in-person and video visits.

Communication rights

You have no legal right to receive calls. Your loved one must add your number to their approved call list through the Securus platform. Securus is the phone vendor for all ADCRR facilities. All calls are recorded except legal calls. Do not discuss legally sensitive matters on a recorded line.

Securus eMessaging is available for digital messages through the Securus platform.

Notification rights

ADCRR is required to notify next of kin in the event of a serious medical emergency or death. Notification goes to the person designated in the inmate's institutional file. If your loved one has not designated you as next of kin and emergency contact, you may not receive notification. Ask your loved one to update their institutional file.

ADCRR is not required to notify family of a transfer. Use the ADCRR Inmate Data Search at corrections.az.gov to confirm current location.

Grievance rights

Internal ADCRR grievances must be filed by the incarcerated person. You cannot file one on their behalf. The process for family members:

1. Contact the facility staff directly on issues that can be resolved at that level.

2. If not resolved, contact ADCRR Constituent Services: (602) 364-3945 or (866) 333-2039 or [email protected].

3. If not resolved through Constituent Services, contact the Independent Prison Ombuds Office (see below).

This is the official ADCRR contact point for family members with inmate-related concerns that cannot be resolved at the facility level. The Constituent Services Informational Handbook 2025-2026 is available at corrections.az.gov/constituent-services.

What they can help with: locating an inmate, answering questions about programs and services, addressing concerns that were not resolved at the facility level, providing information about visitation and phone applications, and connecting families to other ADCRR resources.

What they cannot do: override facility decisions on discipline, override security classifications, or guarantee outcomes for complaints about staff conduct.

The Independent Prison Ombuds Office

Arizona recently established an Independent Prison Ombuds Office for ADCRR oversight. This is a significant development: an independent ombudsman gives families an external complaint pathway that is outside ADCRR's own chain of command.

How to File a Complaint on Your Loved One's Behalf

Step 1: Document everything specific

Date, facility, name of staff member if known, what happened. Vague complaints are dismissed. Documented specifics are not.

Step 2: Facility level first

Step 3: ADCRR Constituent Services

Your state senator and state representative have oversight authority. The Ombuds Office's funding and scope is a current legislative issue, meaning legislators are engaged. Find your legislators at azleg.gov.

Step 7: Federal escalation

What families cannot compel: You cannot file an internal grievance for your loved one. You cannot compel ADCRR to respond on a specific timeline. You cannot override security or disciplinary decisions. External organizations can document, advocate, and litigate -- they cannot guarantee outcomes.
