Arizona is home to one of the highest concentrations of ICE detention capacity in the country, centered in the Florence-Eloy corridor of Pinal County approximately 60 miles south of Phoenix. The Pinal County area has been described as the largest concentration of private detention beds in the country, with more than 11,200 CoreCivic-operated beds within a 20-mile radius. Eloy Detention Center has been documented as having more deaths than any other ICE facility in the country. Arizona falls entirely under the ICE ERO Phoenix Field Office. Bond for most Arizona facilities is posted either at Eloy Detention Center directly or at the Florence Service Processing Center. ICE detention is civil, not criminal. Eloy Detention Center in Eloy (Pinal County) is operated by CoreCivic and is one of the largest ICE facilities in Arizona. It has been documented as having more deaths than any other ICE facility in the country - at least 16 deaths recorded since the facility opened, including 5 suicides. Three deaths occurred in the period January 2025 through March 2026. The Florence Immigrant and Refugee Rights Project filed 53 complaints to DHS oversight from October 2022 to September 2024 documenting conditions issues. The Trump administration's elimination of the DHS civil rights and oversight offices that previously fielded detention complaints has been noted as a significant concern by advocacy organizations.
