How to call an Arizona ADCRR inmate. State prisons use Securus. Application and PAN list required. County jails use separate vendors. Maricopa County uses GTL.

Arizona has two separate phone systems. The Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) runs all state prisons under a statewide contract with Securus Technologies. Arizona's 15 counties each operate their own jails and contract phone services independently. Maricopa County, the largest jail system in the state, uses GTL (ViaPath/ConnectNetwork), not Securus.

Arizona has a step that most states do not: before your loved one can call you from an ADCRR state prison, you must submit a formal application and pass a background check. This process takes up to 60 days.

ADCRR uses "inmates" and "incarcerated individuals" in its materials.

PART 1 - ARIZONA STATE PRISONS (ADCRR)

The Arizona Department of Corrections, Rehabilitation and Reentry contracts with Securus Technologies for all phone services at its state prison facilities. Securus replaced ICSolutions as the ADCRR provider in 2024; the transition was completed in October/November 2024. Any remaining ICSolutions phone time was transferred to the Securus system.

Step 1 - Apply before the first call

This is the most important thing to know about Arizona state prisons: you must be approved before you can receive calls.

Anyone who wants to receive calls from an ADCRR inmate must submit an Application to Visit an Inmate. ADCRR runs a criminal background check on all applicants. Processing takes up to 60 days from receipt of the complete application and any required documents.

Phone-only applicants (those who want to receive calls but NOT visit in person): You are NOT required to pay the $25 background check fee. In-person and video visitors must pay the $25 nonrefundable fee; phone-call-only applicants are exempt.

Step 2 - The Personal Allowed Number (PAN) list

Effective February 15, 2026, ADCRR reestablished the Personal Allowed Number (PAN) list. Inmates may call up to 20 approved numbers. All 20 numbers must come from the inmate's visitation list.

If you are not approved for in-person visitation, you can still be added to the PAN list for phone calls only. You apply using the same application process, without paying the $25 fee. Once approved, the inmate can add your number to their PAN list.

Special circumstance calls (as defined in ADCRR Department Order 915 Inmate Phone Calls) are handled separately and are not part of the 20-number PAN limit.

It is the inmate's responsibility to maintain their PAN list and request additions or changes through their housing unit staff.

Step 3 - Set up a Securus account

Once your application is approved and your number is on the inmate's PAN list, set up a Securus account to receive calls.

Account types:

AdvanceConnect (prepaid): You fund an account tied to your specific phone number. The inmate calls your number and charges are deducted from your balance. This is the most common option.

Securus Debit: You fund the inmate's Securus account directly. The inmate manages the funds and can use them to call any number on their approved PAN list. This account also covers tablet calls (see below).

Calling from tablets

Since August 1, 2024, ADCRR inmates can make calls directly from their personal tablet devices through Securus. Tablet calls use the same Securus AdvanceConnect system. Family and friends who want to receive calls from a tablet must register through the Securus Mobile app for AdvanceConnect.

Tablet calls are funded through the inmate's Securus Debit account.

Important: All calls from ADCRR facilities, whether from a tablet, wall phone, or yard phone, are recorded and monitored per current ADCRR policy.

Legal calls

Legal calls at ADCRR state prisons are not automatically unrecorded. Attorneys must take specific steps to protect call privacy. ADCRR maintains a dedicated legal calls page at corrections.az.gov/legal-calls, which lists hours of operation and contact numbers for each facility complex.

Rates

The ADCRR/Securus rate is not published as a single figure on the official ADCRR website; rates are set through the Securus contract and subject to the FCC's 2025 IPCS Order caps (effective April 6, 2026). PART 2 - ARIZONA COUNTY JAILS (15 counties)

Arizona has 15 counties. Each county jail contracts its phone services independently. The vendor, rates, application process, and call rules at a county jail are completely different from the ADCRR system. An ADCRR Securus account does not work at a county jail.

Maricopa County jails (MCSO) - GTL/ViaPath ConnectNetwork

The Maricopa County Sheriff's Office (MCSO) operates multiple jail facilities in the Phoenix area. The phone system is managed by Global Tel*Link (GTL), now known as ViaPath Technologies, operating as ConnectNetwork. This is a different vendor from the ADCRR state prison system.

Account options:

AdvancePay: Prepaid account tied to your specific phone number. Required for calls to cell phones. Collect calls to landlines registered in the system may be available without an AdvancePay account.

PIN Debit: Funded by family; inmate manages the account and can call any facility-approved contact.

Call rules at MCSO:

- Phones available approximately 7:30am to 10:00pm; hours vary by unit; some units have 24-hour access

- Maximum call length: 20 minutes

- Three-way or conference calls are not permitted; detected attempts disconnect the call

- All personal calls are recorded and monitored

Spam call issue: GTL calls from Maricopa County jails may be flagged as spam by carriers. The GTL caller ID numbers are 480-448-2204 and 480-409-2926. Add these to your contacts to prevent blocking.

Legal calls at MCSO: Not recorded or monitored. The system automatically recognizes State Bar of Arizona registered attorney numbers. If a number is not yet in the database, do not accept the call and notify MCSO at 602-876-1202. Attorney direct billing: 1-877-295-1184.

Pinal County Jail - Securus

Pinal County uses Securus for its jail phone system. Setup through securustech.net or 800-844-6591. Note: this is the same vendor as ADCRR state prisons, but Pinal County jail accounts are separate from ADCRR accounts.

Yavapai, Mohave, Yuma, and other counties: Contact each county jail directly or check its official website to confirm the current phone vendor. Contracts change; always verify before setting up an account.

What to do before the first call

For an ADCRR state prison:

1. Find the inmate's ADC number and current facility at corrections.az.gov/inmate-data-search

2. Submit the phone application through corrections.az.gov/visitation (no $25 fee for phone-only applicants). Allow up to 60 days for processing.

3. Wait for approval notification (the inmate is informed of the outcome)

4. Ask the inmate to add your number to their PAN list (up to 20 numbers, from visitation list)

5. Set up a Securus AdvanceConnect account at securustech.net or via the Securus Mobile app

6. Fund your account

7. Wait for the inmate to initiate the call

For a county jail:

1. Find the inmate using the county jail's inmate search or the county sheriff's website

2. Identify the current phone vendor from the jail's official website

3. Create an account with that specific vendor

4. Add funds

5. Wait for the inmate to call
