If someone you love is locked up in Arizona, staying connected through mail and packages matters - but the system changed significantly at the end of 2025. The Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) transitioned all general inmate mail to a digital scanning process effective December 15, 2025. Letters, photos, and cards no longer go to the prison. They go to a Securus processing center in Dallas, Texas, where they are scanned and uploaded to the inmate's tablet. And packages and publications now go to a new centralized address in Phoenix instead of directly to the facility.
Three destinations, three different processes. Getting any one of them wrong means the mail or package is returned to you.
This article covers ADCRR state prisons and privately contracted facilities statewide. Arizona county jails operate independently and are addressed at the end.
Sending general mail - letters, photos, cards
All general mail must be sent to the Securus Digital Processing Center in Dallas. Do not mail letters to the prison complex - mail sent to a prison address will be returned to sender.

The ADCRR number is the inmate's identification number. Include the prison complex and assigned unit on the address. Use the inmate's committed legal name.
Once received at the processing center, Securus scans the mail and makes it digitally available on the inmate's secure tablet within three business days. All digitized mail is stored and permanently accessible to the inmate throughout incarceration. For inmates who do not have a tablet, ADCRR provides access through electronic kiosks or prints the mail in black and white.
No address labels or stickers on envelopes. This is an explicit ADCRR rule.
The digital mail system applies to all ADCRR-operated prisons and privately contracted prison facilities statewide.
Sending photos
Photos mailed through the postal system go to the same Dallas address as letters - include them in the envelope. They are scanned and delivered to the inmate's tablet as digital images. Do not send original photos you want returned. Once scanned, originals are not returned.
For faster delivery, use Securus eMessaging to send photos electronically. Securus eMessaging is ADCRR's approved digital messaging platform.
Sending digital messages
Securus eMessaging is the ADCRR-authorized platform for electronic messages. Access it through Securus's website or app. Create an account, find the inmate, and send messages or photos digitally. This is faster than postal mail and reaches the tablet directly.

Sending publications - magazines and books
Publications are handled differently from general mail and do not go to Dallas.
Effective January 7, 2026, all publications must be sent to a centralized screening address in Phoenix:

Publications are subject to review and must come from approved vendors or nonprofits. They are not sent to the Dallas digital mail address. They go to Phoenix, are screened, and are then distributed to the inmate. Publications are delivered physically, not digitally scanned like letters.

Legal mail and official government mail
Legal mail and official government mail are not part of the digital scanning system. They continue to go directly to the inmate's facility - not to Dallas and not to the Phoenix centralized address.
Address legal mail directly to the prison complex where the inmate is housed. Mark the envelope clearly as legal mail. Legal mail is opened in the inmate's presence only.

Arizona's 15 counties each operate their own jail system independently of ADCRR. County jails are not covered by ADCRR's digital mail system. Mail rules and addresses vary by county.
Maricopa County (Phoenix area) and Pima County (Tucson) are the two largest county jail systems. Each has its own mail and package rules. Check the specific county sheriff's website for current instructions.
