The ADCRR-Lewis Morey facility serves as one of the 8 inner prison units, specifically accommodating medium-security inmates sentenced by the State Court for durations exceeding one year. Constructed through a collaborative effort involving commercial and convict labor, ADCRR-Lewis-Morey stands as a modern facility within the entire complex, boasting a capacity of over 5,000 inmates.

In early 2004, the Morey Unit gained notoriety as the site of the longest standoff between inmates and law enforcement officers in United States history. Lasting for a harrowing 15 days, the ordeal began on January 18 and concluded on February 2. During this tense period, two officers, one male and one female, were taken hostage by two inmates, Ricky Wassenaar and Steven Coy. Tragically, the female officer and a kitchen officer were subjected to sexual assault by the perpetrators. Initially, the inmates' intention was to orchestrate an escape; however, their plan encountered complications, ultimately escalating into a hostage situation. Following the resolution of the standoff, Wassenaar faced justice and was subsequently convicted on 19 charges related to the siege. As a result, he received 16 life sentences, underscoring the severity of the crimes committed during the turbulent events at the Morey Unit.

Programming - Work crews are integral to the facility's operations, engaging in diverse assignments spanning industries and community projects facilitated by Arizona Correctional Industries and Intergovernmental Agreements. These crews undertake various tasks, including agricultural work at Hickman’s Egg Farm and manufacturing activities at Playcraft Trailers. Additionally, inmates contribute to food service, building maintenance, vehicle upkeep, and general labor efforts aimed at maintaining institutional grounds.

Regularly dispatched within local and surrounding communities, including Phoenix and Tonopah, as well as within the Lewis Complex itself, Lewis work crews fulfill critical roles in community projects and emergency response efforts. Designated Fire Crews handle firefighting and related tasks, contributing to public safety.

In terms of education, the Education Department at ADCRR-Lewis offers a comprehensive array of programs tailored to meet inmates' diverse needs. Special education, mandatory literacy, GED preparation, and vocational training opportunities are provided. Alternative instructional methods such as direct instruction, video/closed circuit instruction, and computer-assisted learning accommodate inmates unable to participate in traditional classroom settings due to health or safety concerns. Additionally, inmates may opt for college-level correspondence courses, with onsite education staff providing support and proctoring examinations.

Educators conduct thorough screenings to identify inmates' educational needs and determine suitable program delivery environments, taking into account offender classification and security requirements. The implementation of the Inmate Program Plan (IPP) process ensures individualized schedules for inmates, guaranteeing access to relevant programs, including education and library services, daily. Materials and resources essential for educational and vocational pursuits are accessible across all units within the facility while adhering to institutional security protocols and restrictions.
