Located at 2500 E Van Buren St in Phoenix, AZ, ADCRR Phoenix-Alhambra carefully assigns inmates based on their custody level, considering factors like criminal history. ADCRR Phoenix-Alhambra offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. The ADCRR Phoenix-Alhambra Unit prison complex stands apart within the department for its unique unit setup. Situated on the Arizona State Hospital grounds and leased through the Department of Health Services, the remaining three units—Aspen, Baker, and Flamenco—cater to specific inmate populations and mental health needs. Phoenix-Alhambra is the Reception Center that serves as the initial processing point for male inmates, excluding those on Death Row or serving life sentences, undergoing medical and psychiatric assessments, classification, and transportation.

With a capacity of around 1,042 total inmates spread across seven housing units with varying security levels, ADCRR-Phoenix employs a score classification system to determine custody and security level placement, ranging from 1 to 5 to indicate risk or need.

Operating as a modern, medium to high-security facility, ADCRR-Phoenix comprises three primary areas: Alhambra's reception center, mental health beds, and transitional care units. Skilled inmates handle maintenance, kitchen work, yard duties, and cleaning tasks.

Within the complex, the Baker Ward houses an inpatient care unit, while Flamenco operates as a licensed mental health facility, offering therapy sessions for inmates across different custody levels.

ASPC-Phoenix offers a range of programs, including work crews, and educational opportunities such as mandatory literacy, special education, GED, high school diploma, and associate degree programs. Treatment options like psychoeducation groups, art therapy, and a Recovery Support Specialist program are also available.

Inmates in Reception status at Alhambra are not allowed visitation or phone calls (usually 30 - 45 days). Only those inmates assigned to Alhambra as resident workers or treatment programs are allowed visitors.
