Holton Camp #16 is a minimum-security facility under CDCR supervision, this camp plays a crucial role in supporting government agencies during emergency responses to wildfires, floods, and other natural or man-made disasters. Additionally, camp crews contribute to park maintenance, assist with flood mitigation through sandbagging, and participate in reforestation projects. Participation in the Conservation (Fire) Camp Program is entirely voluntary for incarcerated individuals. Those who choose to volunteer must meet specific eligibility criteria aimed at ensuring public safety. These include avenues for criminal record expungement, creating new pathways for employment, and aiding in their successful reintegration into society.
Holton Conservation Camp #16, jointly operated by CDCR and the Los Angeles County Fire Department (LACFD), stands as a crucial support hub for local, state, and federal agencies in their response to emergencies like fires, floods, and other disasters. Originally situated in Mt. Gleason until the devastating Station fire of 2009, which tragically claimed the lives of two esteemed LACFD staff members, the camp relocated to its current location in Sylmar, CA. From its inception as a probation camp in 1958 to its transition into a unified firefighting camp in 2009, Holton Conservation Camp has been an emblem of resilience and service.
Staffed by both LACFD and CDCR personnel, the camp serves as the LACFD's food dispensary preparation site for emergency incident personnel. In addition to this vital function, incarcerated hand crews, under the supervision of trained personnel, respond to a range of service calls, from rescuing stranded motorists to safeguarding structures and combating wildland fires. Notable contributions include clearing debris from Pasadena streets after a windstorm and containing fires such as the Sand, Chimney, and Bobcat Fires. Between emergency responses, hand crews engage in community projects, spanning park maintenance and fire prevention initiatives.
Under the direction of LACFD, conservation projects undertaken by Holton crew members encompass fuel modification at prominent sites like The Hollywood Bowl, vegetation management at United States Forest Service campgrounds, fuel reduction efforts at Mt. Wilson, and trail maintenance in Angeles Forest, among others.
Moreover, Holton Conservation Camp is not only a site of service but also of rehabilitation and education. Through programs facilitated by Coastline Community College, inmates have access to substance abuse programs, religious services, and academic courses, including GED and college classes, as well as pre-release programs. These endeavors, coupled with their contributions during emergencies, foster a sense of purpose and readiness for successful reintegration into society upon release.
During leisure time, camp volunteers have the opportunity to engage in various activities, from hobby crafts to sports, while spiritual and self-help services are provided by community volunteers, offering inmates additional avenues for personal growth and reflection.
