PGYCC is a minimum-security facility under CDCR supervision, this camp plays a crucial role in supporting government agencies during emergency responses to wildfires, floods, and other natural or man-made disasters. Additionally, camp crews contribute to park maintenance, assist with flood mitigation through sandbagging, and participate in reforestation projects. Participation in the Conservation (Fire) Camp Program is entirely voluntary for incarcerated individuals. Those who choose to volunteer must meet specific eligibility criteria aimed at ensuring public safety. These include avenues for criminal record expungement, creating new pathways for employment, and aiding in their successful reintegration into society.
As of January 2023, the Pine Grove Youth Conservation Camp (PGYCC) in Amador County, overseen by the Department of Corrections and Rehabilitation (CDCR) Division of Adult Institutions (DAI), serves as a critical institution for youths aged 18 and older from counties under contract with CDCR-DAI. CAL FIRE provides training, certifying youths for wildland firefighting operations. Annually, CDCR camp crews contribute around 180,000 hours to fire suppression efforts.
Beyond firefighting, crews engage in stream clearance, fire prevention tasks, and restoration work in state and county parks. During fire seasons, they participate in wildland fire suppression statewide and assist with flood control activities. PGYCC's primary focus is on equipping youths with employable skills and fostering strong work ethics. Participants must hold a high school diploma or GED, or pursue education while at camp.
PGYCC delivers education and trauma-informed treatment to youthful offenders up to age 25, typically with serious criminal backgrounds and intense treatment needs. Operating under the Integrated Behavior Treatment Model, the camp aims to reduce institutional violence and future criminal behavior by instilling anti-criminal attitudes and enhancing personal management skills. A multidisciplinary team assesses each youth's needs, devising tailored treatment plans to leverage their strengths and minimize re-offense risks.
Academic, vocational, and treatment programs address various behavioral issues, including violence, criminogenic behavior, and substance abuse, while fostering a secure learning environment. The Integrated Behavior Treatment Model guides youth treatment, emphasizing attitude shifts and personal development. By collaborating with youths and capitalizing on their strengths, the team maximizes treatment effectiveness and reduces recidivism risks.
