The Cowley Co Jail is a low/medium-security detention center located at 910 Fuller St Winfield, KS which is operated locally by the Cowley County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Cowley County accepts inmates from surrounding towns, Winfield Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals. You can see all the arrest records for Kansas here.

The Cowley County KS Jail opened in 2008 and was completely finished in 2009. The former jail which had a recommended capacity of 38 was replaced with a modern 220-bed facility. The core facilities were built to service 400 inmates if there was a need to expand the facility in the future.

Property allowed

  • Inmates can receive 3 pairs of white or gray underwear.
    • Men: brief, boxer, boxer brief, (NO BUTTONS)
    • Women: hip hugger, boyshorts, bikini, classic brief, NO THONGS)
  • Inmates can receive 3 pairs of white or/gray socks. (ankle, crew, knee)
  • Inmates can receive 3 pairs of white or gray tee shirts (crew, v-neck, tank top) NO POCKETS

The above property will be accepted either in person or by mail. All clothing items need to be marked in Sharpie with the inmate's name, 1st initial and full last name is acceptable. No other clothing items will be accepted!

Money

  • Only money orders or cashier checks are accepted in the mail. Please make sure that you fill them out correctly with the inmate's name and the sender's name and address.  Cash will not be accepted in the mail, it will be returned to sender
  • Cash and money orders will not be accepted at the visitation window.
  • You may make a deposit on an inmate's account on the ATM machine located in the Visitation room. The ATM accepts, cash, debit cards and credit cards
  • You may also log onto jailatm.com to deposit money on an inmate's account from any computer.

Items that are allowed/not allowed

  • Paperback books can be brought in at the visitation window for inmates. The books will go to the inmate intended first; then they will be donated to the Jail Library.
  • Hard covered books are not allowed
  • Soft covered Bibles can be brought in and given to an inmate
  • Soft covered books can be purchased and sent to the jail by a publisher or vendor. Those books will belong to the inmate designated on the address label. They will not be donated to the library without the inmate's permission.

Information that cannot be given out to the public and or family members

  • The date and time of the inmate's next court appearance
  • How much money is on an inmate's books
  • Who is on an inmate's visitation list
  • Any information on an inmate not currently incarcerated at this facility
  • Any warrant information unless it's a Bench Warrant for a Probation Violation or a Failure to appear.
  • Any release information on an inmate that is being transferred to another agency or going to prison.

Rules for visitors

  • No tube tops or strapless shirts
  • No shirts that expose a breast
  • No shorts that expose buttocks, either with holes or length  You must be on an inmate's visitation list before you can visit
  • Your name must be on the list prior to you coming to visit. We will not request from the inmate that you be added to the list. You must arrange that through the inmate.
  • All children, no matter what age need to be on the visitation list or you will not be allowed to have them with you during visitation
  • All children under 18 years of age will need to be with a visitation approved adult
  • An inmate has 15 spaces on his visitation list. We will not tell you who is on that list.  An inmate can change his visitation list every 60 days.
  • You cannot visit an inmate if you have been incarcerated or arrested within the last 6 months before the date you come to visit.
