The Cowlitz County Juvenile Detention Center is a medium to low-security detention center located at 1725 1st Ave Longview, WA that is operated locally by the Juvenile Justice Department and holds youths awaiting the determination of punishment for the crimes of which they are accused. Most of the adolescents are here for less than two years.

The juvenile justice system differs from the adult system, focusing on rehabilitation and recognizing the developmental differences in juveniles. It aims to protect both the child and the public and helps juveniles become productive adults.

Juveniles are detained if they pose a threat, may miss court, or violate court orders. Parental involvement is crucial for effective supervision and rehabilitation.

Key differences in terminology include "taken into custody" instead of "arrest" and "supervision" instead of "probation." Referrals usually come from law enforcement, and an intake social worker decides the juvenile's placement. An inquiry can lead to dismissal, corrective action, or court involvement.

The process includes a plea hearing, possible evaluations, a pre-trial conference, a fact-finding hearing, and a dispositional hearing to determine the case's outcome. Parents may need to cover associated costs.

The Cowlitz County Youth Services Center (CCYSC), also known as the Juvenile Department, operates within the Superior Court System, encompassing key functions such as courtrooms, probation offices, and detention facilities. Its primary mission is to address the needs of youth under 18 who are alleged or found to have committed a crime.

With jurisdiction over various cases involving juvenile offenders, the Juvenile Court handles criminal offenses, allegations of dependency, at-risk youth, children in need of services, and truancy. Through these legal proceedings, the center aims to provide intervention and support tailored to the unique circumstances of each individual.

Central to the center's approach is the concept of restorative justice, which seeks to hold juvenile offenders accountable for their actions while fostering community connections and rehabilitation. Visitation Information

VISITATION

  • Each youth is provided two 1 hour visits a week with parents and/or legal guardians only that start anew on Sundays.
  • All visitors must present a valid photo ID.
    • Visitation will not be granted if identification cannot be confirmed.
  • Visitation is first come first served and will not be accommodated if visitation is full.
  • Visitation hours are:
    • 10:00 am -11:00 pm Saturday and Sunday
    • 1:00 pm-2:00 pm Saturday and Sunday
    • 7:00 pm-8:00 pm Daily

Visitors will be expected to pass through a metal detector, and visitors carrying weapons of any kind will not be admitted. Only parents or legal guardians are allowed for visits with residents. Food and beverages are not allowed, except in designated areas.
