Located at 660 Baylor Blvd in New Castle, DE, BWCI carefully assigns inmates based on their custody level, considering factors like criminal history. The Baylor Women's Correctional Institution (BWCI), Delaware's sole women's prison since its opening on December 29, 1991, accommodates both pre-trial and sentenced adult females across minimum, medium, and maximum security levels. Offering programming at all security levels, BWCI provides opportunities for offenders to acquire knowledge, skills, and adopt alternative lifestyles.

Programs at BWCI encompass treatment services, religious services, drug therapy, educational/vocational programs, counseling, and recreation. Notably, the Road to Recovery (R2R) treatment program, retaining the Therapeutic Community model, is hailed as an effective industry best practice. The Village Program is a substance abuse program offered for offenders within the facility.

Governor Thomas R. Carper's signing of Senate Joint Resolution no. 25 on June 14, 1995, granted then-Corrections Commissioner Robert J. Watson the authority to designate the facility as the Delores J. Baylor Women's Correctional Institution. Delores J. Baylor, the institution's namesake, made history as the first African-American female warden in Delaware. Beginning her career as a Field Service Counselor, she swiftly ascended to Correctional Superintendent I, exhibiting exemplary performance.

In recognition of her outstanding service, the 130th Delaware General Assembly honored Delores J. Baylor on March 20, 1979. Promoted to Warden on June 1, 1979, Baylor served until her passing on March 20, 1983, leaving behind a legacy of dedication and leadership within the Department of Corrections.

Visitation Information

Inmate visits can be scheduled for Thursdays through Mondays at the following times:

  • 10:00 am - 11:00 am
  • 11:30 am - 12:30 pm
  • 1:00 pm - 2:00 pm
  • 2:30 pm - 3:30 pm

Visits are to be scheduled in advance by calling (302) 577-5837; Monday thru Wednesday. Visits will be scheduled for the following week and will take place on Monday, Thursday, Friday, Saturday and Sunday
