Delaware is one of a small number of states that runs a fully unified corrections system. The Delaware Department of Correction (DOC) manages all incarceration in the state, from pretrial detention through sentenced incarceration to community corrections. There are no separate county jail phone systems. One vendor, one set of rules, one account setup process covers everyone in DOC custody.
The phone vendor is ViaPath Technologies (formerly GTL / Global Tel*Link), operating through the ConnectNetwork platform.
Delaware DOC uses "offenders" and "inmates" in its materials. The inmate identifier is the SBI number (State Bureau of Investigation number).

How calls work
Inmates place outgoing calls only. No phone calls can be made by the public to an offender at a DOC facility. The inmate calls from a facility phone to numbers on their approved list.
All calls are subject to monitoring and recording for security purposes. Attorney calls are handled separately.
Setting up a prepaid phone account
To receive calls from a Delaware DOC inmate, establish a prepaid phone account with ViaPath/GTL (ConnectNetwork).

Account type: AdvancePay (prepaid). You fund an account tied to your phone number. Each time the inmate calls your number and you accept, the cost is deducted from your balance. Prepaid accounts work for all phone types including cell phones.
Funding an inmate account (three methods)
1. Kiosks at the gatehouse or main entrance of each facility
2. Online at ViaPath/GTL: web.connectnetwork.com
3. Money orders by mail using the GTL deposit form - do NOT mail money orders to the facility itself; for BWCI, HRYCI, and JTVCC, do not mail money orders directly to the facility; use the GTL deposit form process
Personal checks are not accepted. Do not send cash through the mail.
Rate
Third-party rate data shows $0.04 per minute for local, in-state, and out-of-state calls. Delaware DOC has confirmed it receives no commission or kickback payments from ViaPath/GTL. Current rate must be verified directly from ViaPath/GTL before publishing - see reverification checklist.
The FCC's 2025 IPCS Order (effective April 6, 2026) caps large prison calls at $0.10/min plus $0.02 facility additive. If the $0.04/min figure is current, Delaware is well below the federal ceiling.
Video visitation
Video visits are provided through GettingOut (GTL/ViaPath's video platform). Most inmates may have one video visit per week in addition to a face-to-face visit, in 15 or 30-minute increments.

No county jail phone system
Delaware abolished county-level correctional authority decades ago. The DOC's official About page states: "Unlike most state correctional systems, the Delaware Department of Correction is a unified correctional system, which manages offenders from pre-trial detention through incarceration and community supervision."
Delaware has three counties - New Castle, Kent, and Sussex - each with a sheriff's office, but county sheriffs do not operate large-scale detention facilities separate from the DOC. All substantial pretrial and sentenced detention runs through the DOC under one vendor and one set of rules.

Delaware also has a transfer agreement with Pennsylvania for some inmates. If an inmate is not found in the Delaware locator, check the Pennsylvania DOC locator by name and date of birth (the SBI number does not transfer).
