The WMDC is a detention center located at 300 S Jackson St Waxahachie, TX which is operated locally by the Ellis County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Phase 1, operational since 1990, and Phase 2, opened in 2002, both follow a podular design. In contrast, Phase 3, inaugurated in 2010, adopts a direct supervision layout. The facility has a maximum capacity of 856 prisoners.

Officers are tasked with maintaining control over inmate behavior, mitigating negative conduct, and minimizing tension-inducing situations. Officer security is upheld through radio communication and surveillance cameras. Central to this supervision model is the officer's complete authority and jurisdiction over their designated area. With most services provided within the housing unit, the need for frequent and costly inmate movement is significantly reduced.

Moreover, it offers substantial cost savings by reducing the requisite staffing levels to operate the facility efficiently.
