The Federal Correctional Institution, Ashland (FCI Ashland Satellite Prison Camp) is a minimum-security United States federal prison for male inmates in the unincorporated area of Summit in Boyd County, Kentucky, approximately 5 miles outside the city of Ashland. It is operated by the Federal Bureau of Prisons, a division of the US Department of Justice.

FCI Ashland is located approximately 125 miles east of Lexington, Kentucky.

Background: FCI Ashland Camp is designed for adult males with sentence limitations and serves as a phasing down a program for inmates who are nearing the end of their sentences in one of the regional penitentiaries. Forbes magazine ranked FCI Ashland’s satellite camp as one of the best places to go to prison in the United States. The camp holds a “wellness” program including aerobic exercise and stress reduction programs. Notable inmates include former, David Kernell (served 10 months for unauthorized access to a computer and obstruction of justice), and Azamat Tazhayakov (served 3 years after lying to federal investigators regarding the Boston Marathon bombing).

Housing: FCI Ashland Camp has dormitory style housing, which consists of two-person cubicles.

Health Services: At FCI Ashland Camp, inmates must complete an admission physical, including but not limited to a hands-on physical exam, urinalysis, serology, PPD skin test for Tuberculosis, Tetanus Toxoid, dental examination, an EKG for inmates age 50 and older, hearing and vision screening, and testing for HIV. Emergency medical care, medical and dental sick call, and medications are provided.

Psychology Services: FCI Ashland Camp offers assessment and treatment of mental health problems, individual and group counseling, as well as psycho-educational classes, supportive services, and self-help and chronic care clinics for inmates with mental illnesses.

Residential Drug Abuse Program (RDAP): FCI Ashland Camp houses the Residential Drug Abuse Program (RDAP). A Drug Abuse Education Course, the Non-Residential Drug Abuse Program (NR-DAP), Alcoholics Anonymous (AA), and Narcotics Anonymous (NA) are also available. Some inmates are required to participate in the Drug Abuse Education Course, while others can opt-in to the program if so desired.

Education Services: FCI Ashland Camp offers GED (in English and Spanish languages) and the English-as-a-Second Language (ESL) program. Classes are separated into Advanced GED, GED, pre-GED, and Special Learning Needs levels. Incentive awards are provided to recognize inmates making satisfactory progress and successfully completing the literacy (i.e., GED and ESL) program. Inmates may also receive incentives ($25.00) for completing the GED or ESL programs. Graduation ceremonies recognize GED, ESL, and Occupational Education completions. Adult Continuing Education (ACE) courses and a parenting program are also available. High school diplomas and post-secondary programs are available through paid correspondence programs.

Advanced Occupational Education: FCI Ashland Camp offers a Gardener Program and Welding.

Apprenticeship: FCI Ashland Camp offers apprenticeships in Baking, Cooking, Dental Assistant, Maintenance Electrician, and Welding. The camp offers apprenticeships in Baking and Cooking.

Library Services: The FCI Ashland Camp leisure library offers inmates a variety of reading materials which include periodicals, newspapers, fiction, nonfiction, and reference books. Both institutions also participate in an interlibrary loan program with local, state, and college libraries and available bookmobile services. The TRULINCS Electronic Law Library offers inmates access to legal materials, case law, and Bureau program statements. Resources are available for inmates to prepare legal materials. A copying machine is available to reproduce materials needed for research.

Commissary: Inmates can spend up to $360.00 each month. Commissary and validation schedules are posted on the inmate bulletin boards. An account is established for the inmate’s committed name and registration number. An Inmate Identification Card is issued to each inmate. This card must be presented when shopping. Inmates can purchase include food items, drink mixes, sodas, clothing, and other items.

Recreation: FCI Ashland Camp’s recreation includes physical fitness and leisure programs. Leisure activities include organized and informal games, sports, physical fitness, table games, hobby crafts, music programs, intramural activities, social and cultural organizations, and movies. Art activities include paintings and sketches rendered in any of the usual media (e.g., oils, pastels, crayons, pencils, inks, and charcoal). Hobbycraft activities include ceramics, leatherwork, models, clay, mosaics, crochet, knitting, sculptures, and woodworking. In the camp, the Recreation building also contains three pool tables, cable television, and exercise equipment and each housing unit is equipped with cable television and card tables for playing board games.

Familiarizing yourself with this information and knowing your responsibilities will help you to adjustment to institution life.

Commissary List - In 1930 the Department of Justice authorized and established a Commissary at each Federal institution. The Commissary provides a bank type account for your money & for the procurement of articles not issued regularly as part of the institution administration. Funds deposited by your family, friends, or other sources are stored in your commissary account that we maintain.

Covid Visitation Information

We remind all visitors to carefully review our special visiting procedures during the COVID pandemic, and also remind all visitors to observe applicable state and local COVID travel restrictions in planning your visit to the institution.

Please call 606-928-6414 prior to your visit to get the latest updates, time changes or visitation cancellations.

All visitors will be temperature checked with results annotated at the screening site prior to entrance. All staff working the screening site will be in proper Personal Protective Equipment (PPE). Visitors will be in-processed on a first come first serve basis, adhering to social-distancing requirements. If distancing requirements cannot be met, visitors may be asked to wait outside for systematic in-processing to adhere to social distancing guidelines. Inmates on quarantine or isolation status will not be permitted visits - it will be the visitor's responsibility to check with the institution prior to arrival to ensure the scheduled visit can still take place.

The visiting room is designed to maximize social distancing, with a minimum of six feet between persons. Inmates are permitted two visitors per visit. To ensure equal opportunities, the frequency of visits determines any termination. Appropriate face coverings are mandatory for all inmates and visitors, all visitors wearing a mask will be provided one by the institution, theirs will be secured in the lockers in the lobby. No physical contact, photographs, food, or drink is permitted. A hand hygiene station, including alcohol-based hand sanitizer, is available at all visiting entrances and exits. Orderlies are assigned to each visitation room and will continually sanitize all touch surfaces, restrooms, etc.
