The Federal Correctional Institution, Elkton Satellite Low (FCI Elkton) is a low and minimum-security United States federal prison for male inmates near Elkton, Ohio. It is operated by the Federal Bureau of Prisons, a division of the US Department of Justice. FCI Elkton is located in central Columbiana County, Ohio, and is 45 miles northwest of Pittsburgh, Pennsylvania.

Background: FCI Elkton Satellite Low was opened in 1997. It is a Sex Offender Management Program (SOMP) facility.

Notable inmates include Joseph Vas served 6 years for corruption and other charges. Samuel Mullet, Sr. Leader of an ultraconservative Amish sect; was convicted in 2012 of hate crime conspiracy for masterminding home invasions and forcible beard cuttings in an attempt to shame mainstream members of the Amish community.​

Housing: The satellite low has dormitory-style housing with rows of bunk beds like an army barracks.

Health Services: On-site medical care is available 16 hours a day. Emergency care is available 24 hours a day. Services include intake evaluation, routine health care, and dental care, and emergency care. Inmates must submit a triage form to Health Services in order to be scheduled for routine care.

Psychology Services: All inmates are reviewed by Psychology after their arrival at FCI Elkton which may include a face-to-face interview. Various mental health classes and group counseling programs are also available. Depending upon need and interest, individual counseling for mental health concerns is available. Psychiatric medication is also available. Self-Image groups and other voluntary groups are available for interested inmates. Groups include Cage Your Rage, Re-Entering on Firm Footing, Mentoring, Successful Living, Responsibility for Your Relationships, Attitude – the Choice is Yours, Positive Mental Attitude, Who Moved My Cheese, Memory Power, Seven Habits of Highly Successful People, Self-Discovery, Beat the Street, and Victim Awareness/Impact Panel. A Non-Residential Sex Offender Treatment Program (SOTP-NR) is also available.

Residential Drug Abuse Program (RDAP): FCI Elkton houses a Residential Drug Abuse Program (RDAP). The satellite low does not house a Residential Drug Abuse Program (RDAP). Both facilities offer a Drug Abuse Program and the Non-Residential Drug Abuse Program (NR-DAP).

Education Services: FCI Elkton Satellite Low provide GED and English-as-a-Second Language (ESL) programs. A parenting program and Adult Continuing Education classes (ACE) are also available. High school diplomas and post-secondary programs are available through paid correspondence programs.

Library Services: The law library is located in the Education Department and contains a variety of legal reference materials via the TRULINCS Electronic Law Library for use in preparing legal papers. Reference materials include the United States Code Annotated, Federal Reporter, Supreme Court Reporter, Bureau of Prisons program statements, institution supplements, indexes, and other legal materials. An inmate law library clerk is available to assist with basic legal research. Legal materials are also available to inmates in detention or segregation status, ordinarily through a delivery system or satellite collection.

UNICOR: The FCI Elkton UNICOR facility is a data services factory that provides proofreading and editing services.

Commissary: Inmates are permitted to spend up to $360.00 per month. Stamps, telephone credits, over-the-counter medications, items approved by the Chaplain for religious purposes, and items approved by the Supervisor of Education for educational purposes are the only items that are exempted from the spending limitation. Inmates are allowed to purchase a wide variety of items from the commissary, including food, snacks, candy, soda, drink mixes, electronics, clothing, and shoes.

Recreation Services: The Recreation Department at FCI Elkton consists of both indoor and outdoor areas. Recreation wellness, leisure time, and health education programs are offered. Inmates can also participate in intramural sports leagues and hobby craft programs. Group and individual activities are also available.

Commissary List - In 1930 the Department of Justice authorized and established a Commissary at each Federal institution. The Commissary provides a bank-type account for your money & for the procurement of articles not issued regularly as part of the institution's administration. Funds deposited by your family, friends, or other sources are stored in your commissary account that we maintain.

Covid Visitation Information

We remind all visitors to carefully review our special visiting procedures during the COVID pandemic, and also remind all visitors to observe applicable state and local COVID travel restrictions in planning your visit to the institution.

Please call 330-420-6200 prior to your visit to get the latest updates, time changes or visitation cancellations.

All visitors will be temperature checked with results annotated at the screening site prior to entrance. All staff working the screening site will be in proper Personal Protective Equipment (PPE). Visitors will be in-processed on a first come first serve basis, adhering to social-distancing requirements. If distancing requirements cannot be met, visitors may be asked to wait outside for systematic in-processing to adhere to social distancing guidelines. Inmates on quarantine or isolation status will not be permitted visits - it will be the visitor's responsibility to check with the institution prior to arrival to ensure the scheduled visit can still take place.

The visiting room is designed to maximize social distancing, with a minimum of six feet between persons. Inmates are permitted two visitors per visit. To ensure equal opportunities, the frequency of visits determines any termination. Appropriate face coverings are mandatory for all inmates and visitors, all visitors wearing a mask will be provided one by the institution, theirs will be secured in the lockers in the lobby. No physical contact, photographs, food, or drink is permitted. A hand hygiene station, including alcohol-based hand sanitizer, is available at all visiting entrances and exits. Orderlies are assigned to each visitation room and will continually sanitize all touch surfaces, restrooms, etc.
