The FCI-Texarkana-Camp is a federal prison located at 4001 Leopard Dr in Texarkana, TX. This federal minimum security prison is operated by the Federal Bureau of Prisons (BOP) to hold inmates who have been convicted to and sentenced for a federal crime through the US Department of Justice (DOJ).

The Federal Correctional Institution Satellite Prison Camp, Texarkana (FCI Texarkana) is a minimum-security United States federal prison for male inmates in Texas. It is operated by the Federal Bureau of Prisons, a division of the US Department of Justice. Inmates in the Camp are housed in dormitories.

Health Services: FCI Texarkana Camp provides preventive health care, emergency medical care, chronic care, medications, physical examinations, annual TB testing, dental care, and eyeglasses. Emergency medical care is available 24 hours a day, while on-site medical care is available 16 hours a day. Inmates must submit a triage form to be evaluated for routine care needs.

Psychology Services: All inmates are screened by a psychologist upon arrival at FCI Texarkana Camp. The psychology staff offers brief individual counseling and comprehensive individual and group therapy programs. These programs address the full range of clinical disorders, provide self-help options, assess and treat behavioral and emotional problems, and facilitate overall adjustment. The Psychology Department also provides drug abuse treatment for those who have substance use disorders, help determine the need for psychotropic medication, consult with other staff about the mental health needs of inmates, and coordinate services with other departments as appropriate. Crisis intervention is available 24 hours a day, seven days a week, including holidays.

Residential Drug Abuse Program (RDAP): FCI Texarkana Camp does house a Residential Drug Abuse Program (RDAP). The facility also offers a Drug Abuse Education program and the Non-Residential Drug Abuse Program (NR-DAP).

Education Services: Inmates at FCI Texarkana Camp are offered literacy, GED, and English-as-a-Second Language (ESL) programs. Adult Continuing Education (ACE), a parenting program (Inside Out Dad), Language Lab, and a Resume Writing Workshop are also available. Information on course offerings and enrollment are posted on bulletin boards in the units, in the Education Department, and on TRULINCS. High school diplomas and post-secondary programs are available through paid correspondence programs.

Advanced Occupational Education: FCI Texarkana Camp offers advanced occupational education programs in Automotive/Diesel Mechanics, Building Trades, Business Computer Applications, HVAC, and Introduction to Culinary Arts.

Apprenticeship: FCI Texarkana Camp offers Dental Assistant apprenticeships, Dental Technician, Electrical Apprenticeships, and HVAC.

Library Services: The leisure library houses a wide variety of books including vocational and technical books, general reference (i.e., encyclopedias, dictionaries, etc.), college and high school texts, as well as fiction and nonfiction. Several magazines and daily newspapers are provided. The law library utilizes the Lexis Nexis Electronic Law Library system. Inmates may research legal information through the available computer stations. Typewriters and a copy machine are available for inmate use.

Commissary: Inmates are permitted to spend up to $360.00 per month on a variety of products. The main commissary is located between the Hospital and the Dining Hall. The camp commissary is located behind the housing area in the Hospital and Commissary building. All monies sent or earned are deposited into the inmate’s commissary account. Commissary hours and prices are posted on the bulletin board.

Recreation Services: The Recreation Departments in the Camp provide a number of exercise programs based on cardiovascular exercise, which are 10 weeks in length and is available for all age groups. The classes vary in exercises and topics of instruction include health, nutrition, exercise, stretching, and personal training. A variety of sports programs are also available for the inmate population. Intramural/Extramural leagues include volleyball, basketball, softball, soccer, horseshoes, bocce ball, micro-soccer, indoor volleyball, and indoor basketball. The gymnasium offers basketball, handball/racquetball, volleyball, and aerobic equipment during the winter months. The recreation yard offers a jogging/walking track, two outdoor exercise areas, two basketball courts, and two multi-purpose courts. Bocce ball courts, horseshoe pits, and an area for handball and racquetball are also available. A small recreation yard contains two handball courts and a covered weight-lifting area. A large recreation yard has a softball field, soccer field, running track, six handball courts, two horseshoe pits, a bocce pit, two shuffleboard decks, a basketball court, and a weight-lifting area. The Modular Unit (not available at the camp) offers a place for table and board games, music, billiard tables, ping pong table, and art and hobby craft. An Activity Center provides an area for playing card games and various table games. The hobby craft program offers inmates the opportunity to participate in leather craft, stick art, beads, and art (painting, drawing, and airbrushing). The prison’s music program has one band room.

Covid Visitation Information

We remind all visitors to carefully review our special visiting procedures during the COVID pandemic, and also remind all visitors to observe applicable state and local COVID travel restrictions in planning your visit to the institution.

Please call 903-838-4587 prior to your visit to get the latest updates, time changes or visitation cancellations.

All visitors will be temperature checked with results annotated at the screening site prior to entrance. All staff working the screening site will be in proper Personal Protective Equipment (PPE). Visitors will be in-processed on a first come first serve basis, adhering to social-distancing requirements. If distancing requirements cannot be met, visitors may be asked to wait outside for systematic in-processing to adhere to social distancing guidelines. Inmates on quarantine or isolation status will not be permitted visits - it will be the visitor's responsibility to check with the institution prior to arrival to ensure the scheduled visit can still take place.

The visiting room is designed to maximize social distancing, with a minimum of six feet between persons. Inmates are permitted two visitors per visit. To ensure equal opportunities, the frequency of visits determines any termination. Appropriate face coverings are mandatory for all inmates and visitors, all visitors wearing a mask will be provided one by the institution, theirs will be secured in the lockers in the lobby. No physical contact, photographs, food, or drink is permitted. A hand hygiene station, including alcohol-based hand sanitizer, is available at all visiting entrances and exits. Orderlies are assigned to each visitation room and will continually sanitize all touch surfaces, restrooms, etc.
