The Federal Correctional Institution, Morgantown Satellite Prison Camp (FCI Morgantown Camp) is a minimum-security United States federal prison for male inmates in West Virginia. It is operated by the Federal Bureau of Prisons, a division of the United States Department of Justice.

The facility has been nicknamed 'Club Fed' because of its amenities which include a large college-like campus, a movie theater, a bocce ball court, and a basketball court as well as housing many white collar and nonviolent offenders.

FCI Morgantown is located in the city of Morgantown in northern West Virginia and approximately 160 miles northeast of Charleston, the state capital.

Background: FCI Morgantown was opened in 1969. This facility also houses a detention center.

Notable inmates include Matthew Kluger a disbarred attorney; pleaded guilty to insider trading in 2011 for stealing corporate merger tips from four law firms over a 17-year period, making $37 million in illegal profits; Kluger received the longest sentence for insider trading in US history. Reality TV celebrity Richard Hatch who was the first $1 million winner on the American show “Survivor,” he was convicted of tax evasion. Eric Ian Spoutz a former art dealer from Michigan; he pleaded guilty to selling forged artworks from artists such as Picasso, de Kooning, Marc Chagall, and Joan Mitchell. Rufus Seth Williams a former Philadelphia District Attorney; pleaded guilty to one count of bribery serving a 5-year sentence. Rick Renzi former Arizona Congressman who was released in 2017 after serving 2 years for extortion, bribery, insurance fraud, money laundering, and racketeering. Patrick Cannon the former Mayor of Charlotte, NC from December 2013 to March 2014; pleaded guilty in 2014 to honest services fraud for accepting $50,000 in bribes from undercover FBI agents posing as investors in exchange for using his official position to benefit them. Bob Ney the former Ohio Congressman from 1995 to 2006; pleaded guilty in 2006 to conspiracy to commit honest services fraud and making false statements related to the Jack Abramoff Indian lobbying scandal, he was released in 2008 after serving 11 months for services fraud. Happy Asker the president and founder of Detroit-based Happy's Pizza, found guilty of 32 tax crimes and conspiracy to defraud the U.S. The jury took 4.5 hours to convict on 3 counts of filing of false returns for Happy's pizza franchises and one count of engaging in a corrupt endeavor to obstruct and impede the administration of the IRS Kevin Dunn a former MetLife Insurance broker; pleaded guilty in 2008 to stealing $250,000 from a settlement received by the widow of Port Authority Police Officer Christopher Amoroso, who was killed in the September 11th attacks; the story was featured on the CNBC television show American Greed.

Housing: Inmates are housed in dormitories, cubicles, and rooms within the seven housing units.

Health Services: FCI Morgantown’s Health Services Unit offers a variety of healthcare services including initial evaluation, treatment of chronic conditions, and emergency medical care.

Psychology Services: During the admission and orientation program inmates will have a chance to be interviewed individually by a member of the psychology staff. Psychology Services provide crisis intervention and brief counseling.

Residential Drug Abuse Program (RDAP): FCI Morgantown houses a Residential Drug Abuse Program (RDAP). It also offers a Drug Education Class and a Non-Residential Drug Abuse Program (NR-DAP).

Education Services: FCI Morgantown provides GED and English-as-a-Second Language (ESL) programs. Adult Continuing Education (ACE) courses are also available, with classes including Microsoft Office, and a Job Search Class introducing inmates to various employment skills. This program covers a variety of topics including career explorations, resume writing, portfolio development, job market search, networking, and interview techniques. A Mock Job Fair is also held once a year in the spring. Local employers and transitional services come into the institution and perform “mock” interviews. It is an all-day event and inmates prepare for the event by attending a 10 week Job Search Class. High school diplomas and post-secondary programs are available through paid correspondence programs.

Apprenticeship: FCI Morgantown offers an apprenticeship in Welding.

Library Services: A leisure library and an electronic law library are available for inmates. Fiction and nonfiction books, newspapers, and magazines can be checked out. Inmates also have access to the TRULINCS Electronic Law Library.

UNICOR: FCI Morgantown houses a UNICOR facility that offers call center/help desk services.

Commissary: Inmates are permitted to shop only once per week on their designated day. Inmates are permitted to spend up to a $360.00 each month for regular purchases and special purchase items. Stamps, over-the-counter medications, TRULINCS credits, and phone calls are not counted against this spending limit.

Recreation Services: FCI Morgantown’s Recreation Department includes an auditorium, multi-purpose room, gymnasium, and a range of indoor/outdoor sports and activities. While some recreational activities are organized, others are available on a leisure-time basis. Recreation programs include indoor/outdoor sports and activities, hobbycraft programs, health/fitness promotion, and disease prevention programs. Leisure time may be spent watching television, playing table games, or participating in sports. Hobbycraft activities are offered daily. The hobby shop includes crafts such as drawing, painting, leather craft, crochet, and beading.

Familiarizing yourself with this information and knowing your responsibilities will help you to adjustment to institution life.

Commissary List - In 1930 the Department of Justice authorized and established a Commissary at each Federal institution. The Commissary provides a bank type account for your money & for the procurement of articles not issued regularly as part of the institution administration. Funds deposited by your family, friends, or other sources are stored in your commissary account that we maintain.

Covid Visitation Information

We remind all visitors to carefully review our special visiting procedures during the COVID pandemic, and also remind all visitors to observe applicable state and local COVID travel restrictions in planning your visit to the institution.

Please call 304-296-4416 prior to your visit to get the latest updates, time changes or visitation cancellations.

All visitors will be temperature checked with results annotated at the screening site prior to entrance. All staff working the screening site will be in proper Personal Protective Equipment (PPE). Visitors will be in-processed on a first come first serve basis, adhering to social-distancing requirements. If distancing requirements cannot be met, visitors may be asked to wait outside for systematic in-processing to adhere to social distancing guidelines. Inmates on quarantine or isolation status will not be permitted visits - it will be the visitor's responsibility to check with the institution prior to arrival to ensure the scheduled visit can still take place.

The visiting room is designed to maximize social distancing, with a minimum of six feet between persons. Inmates are permitted two visitors per visit. To ensure equal opportunities, the frequency of visits determines any termination. Appropriate face coverings are mandatory for all inmates and visitors, all visitors wearing a mask will be provided one by the institution, theirs will be secured in the lockers in the lobby. No physical contact, photographs, food, or drink is permitted. A hand hygiene station, including alcohol-based hand sanitizer, is available at all visiting entrances and exits. Orderlies are assigned to each visitation room and will continually sanitize all touch surfaces, restrooms, etc.
