The HCCC is a low/medium-security detention center located at 1116 14th Ave Eldora, IA which is operated locally by the Hardin County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Hardin County accepts inmates from surrounding towns, Eldora Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The Hardin County Correctional Center serves as a detention facility primarily for individuals involved in state or local criminal cases, including those awaiting trial, serving sentences under court orders, or awaiting extradition to other jurisdictions. Additionally, it accommodates detainees from other local agencies under jurisdictional agreements. Completed in July 2000, the Hardin County Law Enforcement Center houses the Sheriff's Office, E911 Communications Center, and the Correctional Center, serving as the county jail.

Detainees held at the center come from various levels of law enforcement, ranging from local to federal. This includes local citizens facing minor charges, state offenders awaiting prison transfers, and federal immigration detainees awaiting deportation. The detainee population is diverse, representing numerous foreign countries. As a result, correctional staff must familiarize themselves with various cultures, values, and customs. The secure area of the center includes eight units or pods, three holding cells, a booking room, a commissary room, a control room, a library, and a medical office.

Detainees are housed in the eight pods based on three security levels: Routine Supervision, Closely Supervised, and Special Status. Each level corresponds to different levels of security and supervision provided within the facility.
