Mahoney Hale (524 Kaaahi Street, Honolulu) - Hawaii's only federal RRC - closed August/September 2019

BOP has attempted to find a replacement contractor at least three times since 2019 without success

As of July 2025 (Civil Beat reporting): federal inmates qualifying for RRC placement in Hawaii are

either sent to out-of-state facilities on the mainland OR forced to remain in federal prison

Senator Hirono has pressed BOP Directors repeatedly in Senate Judiciary Committee hearings

BOP Director committed to provide updates; no Hawaii RRC has opened as of June 2026

INTRO

If your loved one is approaching release from a federal prison and is from Hawaii, there is an important reality to understand first: Hawaii has had no federal halfway house since 2019. Mahoney Hale - the state's only federal Residential Reentry Center - closed in August 2019 when the City and County of Honolulu purchased its building. The BOP has attempted to find a replacement contractor at least three times since then without success. As of 2026, federal inmates from Hawaii who qualify for RRC placement are either transferred to out-of-state halfway houses on the mainland or required to remain in federal prison until their release date, even if they qualify for the reentry program.

For state inmates, the Hawaii Department of Corrections and Rehabilitation (DCR) operates a unified correctional system - there is no separate community corrections or halfway house tier. DCR's Reentry Coordination Office works with the Hawaii Paroling Authority and community nonprofits to connect inmates with housing before and after release. In March 2026, Halawa Correctional Facility hosted a housing resource fair where 39 of 87 applying inmates were approved for community housing on the spot.

Hawaii has four counties - each is an island or group of islands: Honolulu (Oahu), Hawaii (Big Island), Maui, and Kauai. Most reentry housing resources are concentrated on Oahu. Neighbor island residents face significant gaps.

THE MAHONEY HALE CLOSURE AND ITS ONGOING IMPACT

Mahoney Hale at 524 Kaaahi Street in Honolulu operated for nearly three decades as Hawaii's federal halfway house, providing employment counseling, case management, and skills training to men and women completing federal sentences. When the City and County of Honolulu purchased the building in 2019, the facility closed with 36 beds - and nothing has replaced it.

Senator Mazie Hirono has questioned multiple BOP Directors in Senate Judiciary Committee hearings about the status of a replacement facility. The BOP has confirmed on multiple occasions that it is working to find a contractor, but as of July 2025 no viable offer had been received. Federal inmates who qualify for RRC placement under the First Step Act are instead being placed at mainland facilities or held in federal prison.

For families of federal inmates from Hawaii: contact BOP RRM San Francisco directly about current placement options, and specifically ask about home confinement at a Hawaii address as an alternative to mainland RRC placement.

DCR REENTRY - STATE SYSTEM

Hawaii DCR's unified correctional system means that the transition from incarceration to community happens through parole, not through a distinct halfway house tier. The DCR Reentry Coordination Office and the Hawaii Paroling Authority jointly manage release planning and housing connections.

The March 2026 housing resource fair at Halawa shows DCR's current approach: bringing nonprofit housing providers directly into facilities before release so inmates can apply and be approved while still incarcerated. This pre-release housing approval model is one of the more practical solutions to Hawaii's housing gap.

Key community partners: Catholic Charities Hawaii's Maili Land Transitional Housing Program on Oahu's west side and the nonprofit Transforming Lives both work with DCR on housing placements.

NEIGHBOR ISLAND REALITY

For inmates releasing to the Big Island, Maui, or Kauai, community reentry housing options are significantly more limited than on Oahu. Inter-island travel requires flights or ferry service - there is no ground transportation between islands. The Hawaii Community Correctional Center in Hilo serves the Big Island; Maui and Kauai each have their own community correctional centers but far fewer nonprofit housing partners. Families on neighbor islands should contact the DCR Reentry Coordination Office and the Hawaii Paroling Authority early in the sentence to identify available options.

SEX OFFENDER RESTRICTIONS IN HAWAII

Hawaii law (HRS §846E-9) prohibits registered sex offenders from residing within 500 feet of a school, child care facility, or playground. Additional supervision conditions are typically imposed by the court or Paroling Authority. Most transitional housing providers cannot accommodate sex offenders. Contact DCR and the Hawaii Paroling Authority for placement options.

Frequently asked questions

Q: Does Hawaii have a federal halfway house?

A: No - Hawaii has had no federal halfway house since Mahoney Hale closed in August 2019. The BOP has attempted to find a replacement at least three times without success. The DCR Reentry Coordination Office and Hawaii Paroling Authority manage housing connections before and after release, including pre-release housing fairs at facilities. Contact the DCR Reentry Coordination Office at dcr.hawaii.gov.

Q: What about inmates at Saguaro Correctional Center in Arizona?

A: Hawaii has historically housed overflow inmates at Saguaro Correctional Center in Eloy, Arizona (a private CoreCivic facility under Hawaii DOC contract). These inmates may be released in Arizona rather than Hawaii and face additional barriers getting home. Families of Saguaro inmates should coordinate with the Hawaii Paroling Authority for Hawaii-based release planning.
