The Heart of America Correctional & Treatment Center (HACTC) in Rugby, ND, focuses on successful offender reintegration into society, crucial for effective crime control. Reentry and Treatment Centers offer structured environments and various programs aiding rehabilitation and community reconnection efforts. Collaborating with the Pierce Sheriff's Department, the North Dakota Department of Corrections, and sometimes the Federal Bureau of Prisons, comprehensive reentry services prioritize education, substance abuse treatment, and workforce development. Facilities assist officers in monitoring compliance and serve as alternatives to pretrial detention, considering cost-effectiveness and reducing overcrowding. Emphasizing individual needs, family support, and community integration, the center aims for holistic support, empowering successful reintegration.

HACTC is committed to ensuring public safety by supervising offenders placed in its custody through court orders or contracts with other agencies. Established in late 2006, HACTC is a grade 1 correctional facility accommodating up to 142 inmates, including adult males and females under various contracts with federal agencies, counties, and cities.

Operating with a mix of sentenced and pre-sentenced inmates, HACTC employs an objective classification system to assign suitable housing. Maintaining segregation between male and female inmates both physically and visually, the facility serves its mission by upholding standards of safety and security.

Visitation Information

Visitation Guidelines:

•Refer to the visitation schedule which is posted as a “download” on the right margin of the department page
• To be allowed a visit you must present a valid identification card

  • Valid driver’s license
  • Tribal ID
  • State ID card

•Minor children must be accompanied by an adult •Visits commonly are allowed for 15 minutes
•If there is any lewd behavior that takes place during your visit it will be stopped and your ability to visit in the future will be terminated
•If you have minor children you are responsible for managing their behavior. If children are interrupting/interfering with other visits you will be asked to leave
•If you are bringing in possessions for the inmate these can be handed to the officer that assists you. Please refer to “Inmate Property” for a list of what is allowed in the facility.
•Cell phones and other digital devices are NOT ALLOWED in the facility
•Weapons are NOT ALLOWED in the facility
•If you bring in a purse/handbag/backpack you may be asked to return it to your car or you will be provided a locker that it must be stored in before your visit Visits may be denied due to the offender’s status within the facility.

Offenders who are on disciplinary status will not likely have visiting privileges.
Please do not attempt to visit with an offender when a no-contact order is in place between the two parties.
All visits are subject to recording and monitoring by staff.
