Indiana: Resources for ICE Detainees

Indiana has multiple ICE detention facilities including Miami Correctional (Bunker Hill), Clay County Jail (Brazil), and several county jails. ICE arrests rose 80% in 2025. Indiana has become a major Midwest hub for immigration detention. Free legal help available through NIJC. Updated June 2026.

This guide is for people detained by ICE in Indiana and for their families. Indiana has become one of the most significant immigration detention hubs in the Midwest. In August 2025, the state entered into a two-year contract with DHS to house up to 1,000 ICE detainees at Miami Correctional Facility - a high-medium security state prison in Bunker Hill dubbed 'The Speedway Slammer' by DHS Secretary Noem - paying Indiana $291 per detainee per day. Clay County Jail in Brazil has been the largest ICE detention facility in the Midwest for county jails, holding hundreds of detainees at a time despite a pending conditions lawsuit and an ICE inspection finding of 'does not meet standards.' Marion County, Clark County, and Clinton County jails also hold ICE detainees. Camp Atterbury in Johnson County was proposed as a military-base detention site. ICE arrests in Indiana rose approximately 80% in the first half of 2025. Two people died in ICE custody at Miami Correctional in early 2026 within two months of each other. Miami Correctional Facility (MCF) is a high-medium security Indiana state prison located 65 miles north of Indianapolis and 75 miles south of Chicago, on the former Grissom Air Force Base. Indiana signed a two-year contract with DHS in August 2025 to house up to 1,000 ICE detainees in previously unused wings of the prison - dubbed 'The Speedway Slammer' by DHS Secretary Kristi Noem, a name that drew immediate pushback from the owner of the Indianapolis Motor Speedway and from community members. Indiana approved $16 million in facility upgrades. As of December 2025, approximately 558 detainees were held there daily, with over 811 having moved through since October 2025.

The facility holds only adult men. ICE considers it a long-term facility - people stay three days or more, with the average stay running approximately one month as of late 2025. Buses arrive from Indianapolis International Airport daily, bringing approximately 20 detainees per day.

Two deaths occurred at MCF within two months of each other in early 2026. The first, Lorth Sim (age 59), was found unresponsive in his cell in November 2025 and died of cardiovascular disease. A second death followed in early 2026. ACLU of Indiana called for investigation and public transparency. The Freedom for Immigrants hotline received nearly 70 calls from MCF detainees in December 2025 alone, reporting severe medical neglect, poor food, and physical abuse by guards. Congressional oversight visits raised concerns about delays with the ICE Detainee Locator, medical staffing, and the scope of Centurion Health's coverage.

Clay County Jail is located 60 miles southwest of Indianapolis in the small town of Brazil. It has been one of the largest ICE detention centers in the Midwest for county jails since 2013. A 170% capacity expansion opened in spring 2024, adding 285 beds. By 2025, the facility was holding hundreds of ICE detainees at a time - with a contracted ceiling of 100 but an average population of 242 and a peak of 348, making it one of the most over-capacity facilities in the country as of early 2025.

Clay County Jail has a 'does not meet standards' designation from an ICE inspection. NIJC filed a federal lawsuit (Herrera Cardenas et al. v. ICE et al.) documenting inhumane conditions: denial of adequate medical care, cleaning supplies, clean clothing, working toilets and showers, and sufficient food. The lawsuit also alleges Clay County illegally diverted ICE contract revenue - money intended for detainee care - to county employee raises and other unrelated county expenses.

By mid-2025, ICE had funneled more than 3,000 men and women through Clay County Jail in the first seven months of 2025 alone. ICE pays the county $85 per detainee per day.

Clinton County Jail - Frankfort

Clinton County Jail in Frankfort holds ICE detainees. About 67% of detainees who pass through Clinton County are deported; average stay is approximately 10 days. Common transfer destinations include Buffalo Service Processing Center and the Alexandria Staging Center - both facilities that often precede deportation. Contact NIJC immediately if a family member is at Clinton County, as the timeline to deportation from this facility is short.

Camp Atterbury - Johnson County (Status: Verify)

Edinburgh, IN (Johnson County) - Military installation

Camp Atterbury, a 34,000-acre National Guard military post in Johnson County, was proposed in 2025 as a temporary ICE detention site for up to 1,000 people. Gov. Braun confirmed it would be available to DHS. Verify current status at ice.gov or by contacting NIJC - military-base detention operations are highly volatile and may have changed.

NIJC has offices in Goshen and Indianapolis, Indiana, and provides free and low-cost immigration legal services to detained immigrants throughout Indiana. Step 4: Bond - How to Get Someone Released

Bond allows a detained person to be released from ICE custody while their immigration case proceeds. Not everyone is eligible - mandatory detention applies in some cases, and a July 2025 ICE policy memo further restricted bond eligibility. An attorney should evaluate options immediately. Indiana immigration courts have both Chicago and Indianapolis dockets.

Indiana has rapidly expanded into one of the largest immigration detention states in the Midwest, with Governor Braun actively supporting federal enforcement. Key facts families should understand:

Indiana's detention expansion:

Prior to 2025, Clay County Jail was the only ICE detention facility in Indiana. By mid-2025, five facilities were holding ICE detainees across the state, and a state prison (MCF) had been converted to ICE detention under a two-year contract worth $291 per detainee per day. A proposed military base conversion (Camp Atterbury) would add another 1,000 beds. Immigration advocates have called Indiana a 'new regional hub for ICE detention' and a 'deportation pipeline.'

Conditions concerns:

Both Clay County Jail and Miami Correctional Facility have documented conditions problems. Clay County has a 'does not meet standards' ICE inspection result and is subject to a federal lawsuit. MCF saw two deaths in two months in 2025-2026. Multiple detainees at both facilities have reported denial of medical care, inadequate food, and physical abuse.

Frequency of transfers:

Indiana detainees are frequently transferred between facilities - and out of state. Clinton County detainees commonly go to Buffalo (NY) or the Alexandria Staging Facility (VA) before deportation. Do not sign anything without an attorney:

ICE may pressure detained people to sign Voluntary Departure or stipulated removal documents. Indiana immigration attorneys have documented this as a consistent concern. Signing voluntarily can waive important legal rights. Say: 'I will not sign anything without speaking with a lawyer first.'
