INTRO

Iowa's Department of Corrections (IDOC) has made two technology choices that set it apart from every other state in this directory. First, Iowa uses Ameelio Connect - a free mobile app available only on smartphones and tablets - to schedule all in-person and video visits. Second, the visitor application itself must be printed, signed, and physically mailed to a single centralized address. Electronic applications are not accepted.

These two facts in combination create the Iowa visitor experience: a paper-and-mail application process feeding into a smartphone scheduling system. Families without smartphones face a specific access barrier - Ameelio Connect is not available on computers or laptops. Iowa provides a limited workaround for specific categories of visitors, but the default assumption is that approved visitors have a smartphone.

The most family-friendly provision Iowa has is one that no other state in the directory matches: when an incarcerated person transfers to another Iowa facility, their approved visitors list transfers with them. No new application. No new processing time. The list moves.

Iowa uses commercial bail bonds - bail_banned = false.

STEP 1: THE PAPER APPLICATION - MAIL ONLY

Before anything else, every adult visitor must submit a paper Visitor Application by mail. Electronic applications are not accepted.

Do not mail the application to the specific facility the person is housed at. Every application goes to the centralized address above regardless of which facility you want to visit.

Minors: must be listed on a Visitor Application completed by their parent or legal guardian. Parents or legal guardians register minors. Visitors age 13 and older must also use the Ameelio Connect app after approval.

Do not attempt to visit until the incarcerated person notifies you that you have been approved. Approval notification goes to the incarcerated individual only - they are responsible for notifying you. IDOC does not directly notify visitors of approval.

STEP 2: CREATE YOUR AMEELIO CONNECT ACCOUNT

After the paper application is processed and you are approved, you schedule all visits - in-person and video - through the Ameelio Connect app.

Step-by-step Ameelio process:

1. Create your Ameelio account

2. Request contact with the incarcerated person through the app

3. Wait for facility approval notification

4. Schedule your visit (in-person or video) through the app

Important: The DOC approves all visits. Ameelio does not approve or reject visit requests - it is the scheduling platform only.

If you cannot use the Ameelio app and you are either an approved Department of Human Services (DHS) visitor or an approved attorney, you may contact the specific facility directly to manually schedule an in-person visit. For all other visitors without smartphone access, contact Centralized Visiting at (319) 385-9511 for assistance.

THE VISITOR LIST TRANSFERS - IOWA'S BEST FEATURE

Iowa is the only state in this directory with a documented policy that an approved visitors list transfers automatically when an incarcerated person moves to another Iowa facility.

If your loved one is transferred from Iowa State Penitentiary to Newton Correctional Facility, or from Anamosa to Iowa Correctional Institution for Women, or any other inter-facility transfer within Iowa - you do not need to submit a new application. Your approval moves with them.

Always call the new facility to confirm the transfer is complete and that your approved status has carried over before scheduling a visit through Ameelio. But the paperwork burden of re-applying is eliminated.

Note: This transfer provision only applies to moves between Iowa DOC facilities. If the person is transferred out of state, the transfer provision does not apply.

VISITING HOURS - FACILITY-SPECIFIC

Iowa does not publish a single statewide schedule. Each facility designates its own visiting days and hours per Iowa Admin. Code r. 201-20.3 - the warden sets the schedule. Each institution's visiting room must be open a minimum of four hours on each authorized visiting day.

VISITOR LIST LIMIT - 6 PERSONS

Iowa facilities limit approved visitor lists to 6 persons. Individuals will not be approved to be on more than one incarcerated person's visitor list at the same facility at the same time. Exceptions may be made for family members with staff approval.

Names may be added or removed as long as the total does not exceed 6 at any time. Changes to the visiting list must go through the standard process.

DRESS CODE - OP-MTV-04 SECTION P

Iowa's full dress code is in Policy OP-MTV-04. General standard across IDOC facilities:

What you cannot wear:

- Hats of any kind

- Revealing, provocative, or inappropriate clothing

- Clothing that closely resembles inmate uniforms or staff uniforms

- Sleeveless tops that expose shoulders excessively

- Clothing that exposes midriff, cleavage, or excessive skin

- Underwire bras at many facilities - they trigger metal detectors; bring a sports bra

Iowa does not publish a specific color prohibition (no blue/orange/white equivalent). The dress code is modesty-based. Bring a change of clothes in your car.

ID REQUIREMENTS

All visitors 18 years of age or older must bring a government-issued photo ID to every visit - driver's license, state ID, military ID, or passport. Expired IDs not accepted.

CONTRABAND AND SECURITY

All visitors upon entrance to IDOC institutions are subject to search. Searches may include pat-down, metal detectors, electronic ion scanners, other electronic devices, or visual searches. Refusal to be searched means the visit is denied.

Tobacco products, lighters, cell phones, cameras, and other electronic devices are not allowed - leave these in your car. Your vehicle may also be searched if parked on institutional grounds.

Visitors found in possession of contraband: the item is confiscated by local law enforcement. The visitor is referred to the county attorney for prosecution. This is a criminal referral, not just a facility rule violation.

Sex offender victim appeals: Iowa Admin. Code r. 201-20.3 includes a specific provision - when an applicant who is a victim of a sex offense (or the victim's family member) appeals a denial to visit the perpetrator, the appeal is reviewed in consultation with the department's sex offender treatment director. This is the most nuanced victim-visitor provision in the directory.

SEGREGATION AND DISCIPLINARY STATUS

Incarcerated individuals in disciplinary detention or administrative segregation may have visits modified or restricted regardless of your approved status. A visit can be denied or changed based on the incarcerated person's current housing status - not just your paperwork. Always confirm current status before traveling.

VIDEO VISITATION - AMEELIO

Iowa uses Ameelio Connect for all video visitation.

FEDERAL BOP FACILITIES IN IOWA

Federal inmates from Iowa fall under BOP Residential Reentry Management Kansas City. Federal prisons operate under BOP Program Statement 5267.09 - no Ameelio required, no paper-only application requirement.
