Located in Ocilla, GA, ICDC operates as a private contractor with various government agency agreements providing state-minimum custody requirements. Programs are offered to all custody levels, including work release residents focused on reentry success. With a strong emphasis on rehabilitation, ICDC provides comprehensive educational and vocational opportunities. Onsite amenities include dietary, health, fitness, educational, religious, and recreational services. Regular inspections ensure compliance with government standards, ensuring the facility's continued operation.

The ICDC, a privately operated prison managed by LaSalle Corrections, located in Irwin County, GA, faced significant controversy when at least 43 women prisoners and a whistleblower nurse alleged non-consensual surgeries and medically unnecessary procedures, including hysterectomies, performed by a gynecologist associated with the jail. In response to these allegations of abuse, ICE terminated its contract with the facility. Subsequently, on December 22, 2020, forty migrant women held at the detention center filed a lawsuit detailing abuse and forced medical procedures, such as hysterectomies, along with complaints of retaliation and inadequate COVID-19 treatment. Both the Department of Justice (DoJ) and the Department of Homeland Security (DHS) initiated investigations into these allegations. ICE chose not to renew its contract with LaSalle, allowing it to expire, and by September 2021, ICE had relocated its immigration-related detainees from the prison, effectively ending its association with the facility.
