INTRO
Kansas runs a mid-sized state prison system with approximately 10,000 people across 10 facilities. The Kansas Department of Corrections (KDOC) uses ICSolutions to schedule all in-person and video visits - the same platform used in Idaho and several other states. Three scheduling rules distinguish Kansas from most states in this directory.
First: all visits must be scheduled at least 72 hours in advance. This is stricter than most states. Some facilities (like Winfield Correctional Facility) require scheduling no sooner than three weeks out. Plan accordingly.
Second: visitors may visit on Saturday or Sunday, but not both days of the same weekend. You pick one day per weekend.
Third: if the online scheduler shows no available slots, do not travel to the facility. KDOC states this explicitly - you will not be admitted without a confirmed scheduled appointment.
Kansas uses commercial bail bonds - bail_banned = false.
APPROVED VISITOR APPLICATION - IMPP 10-113D
Kansas's visitation is governed by IMPP 10-113D (Offender Visitation). The application process is initiated by the resident.
How it works:
- The resident obtains the visitor request form from their unit counselor
- The resident mails the form to each person they want on their visiting list
- The prospective visitor completes the form and mails it back to the facility for review and approval
- KDOC conducts a criminal background check on all applicants
- No visitors are allowed until the application is approved
The application form (KDOC Visitor Application, Attachment A to IMPP 10-113D) asks visitors to disclose:
- Whether they are currently on probation or parole (and which state/county)
- Whether they are currently approved to visit another KDOC resident
- Whether they are or have been a KDOC employee
- Criminal history
Non-US citizen visitors must provide a copy of a passport, visa, Resident Alien Card, Permanent Resident Card, or Employment Authorization Card with the application.
Maximum visitors per resident: 20 people. This is one of the largest approved list caps in the directory - Connecticut allows 2, Iowa allows 6, Kansas allows 20.
Visitor on one list only: visitors may be on the visiting list of only one inmate at a time. Exception: immediate family members who have family in more than one KDOC facility may visit multiple residents.
180-day lockout: once a person's name is removed from an inmate's visiting list (at either the inmate's or visitor's request), that person cannot be added to the same or any other KDOC inmate's visiting list for a minimum of 180 days.
THE VISITOR LIST TRANSFERS BETWEEN KDOC FACILITIES
Like Iowa, Kansas documents that an approved visitor list transfers automatically when a resident moves between KDOC facilities. The approved list follows the resident in their Unit Team file. The receiving facility does not need to re-investigate or re-approve visitors already on the permanent approved list. No new application is required.
This is one of only two states in the directory (Iowa is the other) with an explicitly documented visitor list transfer policy.
ICSOLUTIONS REGISTRATION - REQUIRED IN ADDITION TO KDOC APPROVAL
Visitors must complete two separate approvals:
1. KDOC visitor approval process (paper application described above)
2. ICSolutions account registration and approval at icsolutions.com
Both must be completed before scheduling any visit. Being KDOC-approved but not registered with ICSolutions means you cannot schedule. Being registered with ICSolutions but not KDOC-approved means you cannot visit.
Once both approvals are in place, schedule all in-person and video visits at icsolutions.com.
For visitors without technology access: an in-person visit may be scheduled by calling the visitation clerk at the specific facility - but this must still be done a minimum of 72 hours before the visit.
SCHEDULING RULES - READ BEFORE YOU PLAN
72-hour minimum: all in-person visits must be scheduled at least 72 hours before visitation begins at the facility for that week. This is a firm minimum - plan at least 3 days ahead.
3-week maximum at some facilities: WCF (Winfield Correctional Facility) requires scheduling no sooner than 3 weeks prior to the visit day. Check the specific facility's rules.
Saturday or Sunday - not both: visitors may sign up for one or two time slots on a specific day (morning and afternoon), but cannot sign up for multiple weekend days. You get Saturday or Sunday, not Saturday and Sunday.
Two time slots per day: each adult facility offers a morning slot and an afternoon slot. Visitors may sign up for one or both slots on the same day - giving the option of an all-day visit.
4 visitors maximum per visit: up to 4 approved visitors (including children) may attend a single in-person visit.
If slots are full, do not travel: KDOC's instructions are explicit - if the online scheduler shows all slots filled, do not travel to the facility. You will not be allowed to visit without a scheduled appointment.
Missed visits: failure to appear for a scheduled visit may result in suspension of scheduling privileges. Cancel through the scheduler if your plans change.
INCENTIVE LEVEL AFFECTS VISITATION
Kansas ties visiting privileges to the resident's incentive level (behavior/program compliance system). Residents at lower incentive levels may have limited visiting privileges compared to those at higher levels. Contact the facility or the resident directly to understand current visiting eligibility based on their current level.
ROEDERER CORRECTIONAL COMPLEX - ODD/EVEN SCHEDULING
RCC uses a distinctive scheduling system based on the last digit of the resident's DOC identification number:
Odd-numbered months (January, March, May, July, September, November):
- Residents with an odd-digit DOC number visit on Saturdays
- Residents with an even-digit DOC number visit on Sundays
Even-numbered months (February, April, June, August, October, December):
- Residents with an even-digit DOC number visit on Saturdays
- Residents with an odd-digit DOC number visit on Sundays
Assessment Center inmates at RCC must be at the facility for 60 days before becoming eligible for visits. After 45 days, visitor applications may be submitted. Assessment Center visits are a maximum of 1 hour; permanent inmate visits are a maximum of 2 hours.
PROBATIONERS AND PAROLEES
Probationers and parolees who want to visit a KDOC resident must obtain prior written permission from BOTH:
1. Their probation or parole officer
2. The warden of the facility
Both approvals are required before the visit. This is consistent with Illinois and Indiana's dual-approval requirements.
SEX OFFENDER MANAGEMENT STATUS
KDOC's public materials explicitly note that sex offender management status affects visitation - it may affect classification, visitation, and available programming while incarcerated. Contact the facility directly if the resident has a sex offense conviction to understand current visitation eligibility and any restrictions.
DRESS CODE
Kansas's dress code (published in facility visiting rules under IMPP 10-113D) is modesty-based. No specific color prohibition is published for Kansas state facilities.
What is required:
- Appropriate clothing for a correctional facility environment
- Proper undergarments must be worn
What is prohibited:
- Revealing or inappropriate clothing
- Clothing resembling inmate or staff uniforms
- Specific facility rules vary - check the facility's visiting rules page at doc.ks.gov
Metal detector note: KDOC explicitly states that their metal detectors are more sensitive than those used at courthouses, airports, or other public applications. They are safe for pacemakers and defibrillators. Come with minimal metal on your person - wear minimal jewelry, avoid underwire bras, and remove all metal from pockets before arrival.
ID REQUIREMENTS
Valid government-issued photo ID required for every visit. Driver's license, passport, or other state/government-issued photo ID. Visitors must show ID upon both arrival and departure.
Birth certificates: required for all visitors under 18 years of age at every visit. For infants under 30 days old, a hospital certificate of birth is acceptable.
Non-US citizens: must provide one of the following with the initial application (passport, visa, Resident Alien Card, Permanent Resident Card, or Employment Authorization Card) and bring appropriate ID to each visit.
Visitors Registration Form: at Lansing Correctional Facility (and likely other facilities), all visitors must fill out a Visitors Registration Form - full completion required - at every visit. Any person refusing to complete this form is not allowed to enter.
CONDUCT AND WHAT YOU CAN BRING
Appropriate physical contact (brief hug/embrace) is allowed between residents and approved visitors.
No money in the visiting room - bring no currency. Vending machines are available and take specific payment methods per facility (coins or debit cards typically).
Inmates may not receive items from visitors during visits - no clothing, jewelry, books, magazines, paperwork, or any items.
Visitors may not visit more than one inmate at any single visiting session unless the visitor is an immediate family member of both inmates.
SEARCHES
All persons entering any KDOC facility are subject to electronic (metal detector and parcel x-ray) and/or physical search. Refusal to be searched means denial of entry. Visitors receive 3 attempts to clear the metal detector.
VIDEO VISITATION - ICSOLUTIONS
All video visits are scheduled through ICSolutions at icsolutions.com. Same approval requirements as in-person visits. Contact specific facility for video visit hours per facility.
