James G. Bowles Juvenile Hall is operated 24 hours a day, 365 days a year by the Kern County Probation Department as a secure detention facility for minors.

The minors detained at Juvenile Hall are alleged to have committed a law violation and are detained for the protection of themselves and/or the community. They are provided with the necessities of life including food, clothing, and living quarters, as well as mental health, medical, and dental care.

The Juvenile Hall program is structured to provide individual and group activities and a well-balanced school program. Counseling and guidance to help minors with immediate problems of detention are available. While detained, the individual minor and his or her behavior patterns are observed and documented. A report detailing these observations is provided to the Probation Department and the Court to aid in a better understanding of the minor’s behavior.
