Located at 500 Reformatory St in Hutchinson, KS, HCF carefully assigns inmates based on their custody level, considering factors like criminal history. HCF offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. HCF is a significant correctional institution in Kansas, accommodating residents across four custody levels: maximum, special management, medium, and minimum. Its capacity of approximately 1,800 inmates, is distributed among various units within and outside the main compound. Additionally, HCF serves as a key hub for the Kansas Department of Corrections' transportation system, facilitating the movement of residents between correctional facilities across the state.

Due to the age of many of its structures, dating back to the late 19th and early 20th centuries, HCF places a significant emphasis on rehabilitation and repair to maintain the integrity of its facilities. Despite these challenges, the facility offers a range of programs and services aimed at rehabilitation and reintegration.

One notable aspect of HCF's programs is education. The Department of Corrections contracts with private vendors to provide educational and vocational services. The education program utilizes an advanced learning system for GED preparation, with a literacy component aimed at improving basic reading and math skills. Special education and Title 1 services are also provided for eligible students.

Vocational programs are available at both the Central and East Units of HCF. The Central Unit offers programs funded through a Community-Based Job Training (CBJT) grant with Barton Community College and collaboration with Hutchinson Community College. These programs include training in HVAC, plumbing, AutoCAD, and manufacturing skills. On the other hand, the East Unit provides vocational training in home building and construction woodworking.

Beyond education and vocational training, HCF offers various inmate clubs and opportunities, such as Reaching Out From Within, Incarcerated Veterans, and the Wild Horses program by Kansas Correctional Industries. These initiatives aim to provide residents with constructive outlets and opportunities for personal growth during their incarceration.
