Located at 3111 Spurr Rd in Lexington, KY, BCC carefully assigns inmates based on their custody level, considering factors like criminal history. BCC offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.
BCC prioritizes security and control while aiming to help inmates transition to community service centers or reintegrate into society as positive contributors. Inmates must demonstrate positive behavior, participation in programs, and good work performance to access voluntary opportunities such as academic and vocational education, substance abuse programs, recreational activities, counseling, and religious programs.
Established in 1972, BCC is a minimum-security institution located near Lexington, Kentucky, encompassing 456 acres and housing a population of 320 inmates. With a staff of 147, BCC offers care, custody, control, and governmental service jobs to its inmates.
BCC is home to one of seven Second Chances Farms operated by the Thoroughbred Retirement Foundation (TRF) and the only one in Kentucky. The farm opened in 1999, and hosts 57 retired or athletically limited thoroughbreds. The initiative of horses helping people and vice versa started at Wallkill Correctional Facility in New York, with the TRF headquartered in Sarasota Springs, NY. Blackburn's Second Chance Farm is the largest TRF Second Chances Farm to date.
Located in the heart of horse country, the farm sits along Interstate 64 between Lexington and Frankfort. Inmates contribute to farm management and horse care, gaining practical knowledge in a 6-month program covering veterinary care, grooming, dental care, and more. Successful completion of the program, including a 300-question exam, can earn inmates a 90-day sentence reduction. To qualify, inmates must possess a GED and maintain good conduct.

BCC offers evidence-based programs addressing reentry, supervision, and incarceration needs. Program availability depends on resources and offender requirements. Current offerings include anger management, moral reconation therapy, parenting courses, substance abuse programs, and education programs ranging from GED attainment to degree programs at various levels.
