Located at 710 Walter Reed Rd in Burgin, KY, NTC carefully assigns inmates based on their custody level, considering factors like criminal history. NTC offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Originally established as a state mental hospital, the institution known as NTC underwent several transformations throughout its history. From 1941 to 1946, the United States Army managed the facility to care for soldiers with psychiatric illnesses, also housing German prisoners of war. In 1946, control returned to the state for a symbolic sum of $1, with employees contributing 100 pennies toward the purchase. It operated as the Kentucky State Hospital until 1977, when it transitioned to the Bureau of Social Services, serving as the Danville Youth Development Center for juvenile offenders from 1977 to 1983.

In January 1983, the Kentucky Department of Corrections assumed control of the property, spanning 551 acres and around 50 structures. Initially conceived as a minimum-security institution for fewer than 500 inmates, Northpoint's mission shifted rapidly to accommodate a medium-security facility for approximately 700 inmates. Presently, it functions as a medium-security institution with a bed capacity of 1,256 inmates, comprising 1,108 general population medium-security beds, 60 special management beds, and 54 minimum-security beds.

The inmate housing at Northpoint Training Center reflects its security classification. General population inmates reside in six open-bay dormitories, while those in the Special Management Unit occupy single cells in a separate 60-bed structure. The perimeter is secured by a double 12-foot fence topped with razor wire and equipped with sensor systems, four armed wall towers, and regular patrols. Additionally, approximately 54 minimum-security inmates are housed in two structures outside the secure perimeter.

The facility's transition from a mental hospital to a correctional institution underscores its adaptability and the evolving needs of the criminal justice system. Today, Northpoint Training Center continues to fulfill its mission of providing secure confinement and rehabilitation opportunities for medium-security offenders, contributing to public safety and offender reintegration efforts in Kentucky.

NTC maintains a database of current inmates and their locations within the system. To locate an inmate, begin by using the DOC locator tool, which requires entering the first three letters of the inmate's first and last name, allowing for variations in spelling.

If unable to locate the desired information through free resources, users may opt to use the Arrest Record Search, which requires payment. While this option incurs a small fee, it provides access to the most up-to-date data available.

Visitation Information

Visiting Information - An inmate may request visitation from any immediate family, as verified by the presentence and post-sentence investigation report (PSI) or other verified source. In addition to immediate family, an inmate may request visitation from three (3) additional adults and one (1) clergy. The visitation list may be updated twice a year based on the last digit of an inmate's institutional number:

  • -January and July for digits 1 and 2
  • -February and August for digit 3
  • -March and September for digits 4 and 5
  • -April and October for digit 6
  • -May and November for digits 7 and 8
  • -June and December for digits 9 and 0

A visitor shall complete a visiting information form and forward it to the Warden's office via mail before any visit is allowed. It is the inmate's responsibility to inform the potential visitor of this requirement and to send a form and the Warden's address to the potential visitor.

Video Visits

  • The video visits will occur Monday through Friday from 8:00 a.m. - 4:00 p.m. and will be 25 minutes in duration. Visitors will initiate the request to visit. They may schedule up to 30 days in advance and no later than 48 hours prior to the requested visitation date. Initially, each General Population inmate will be allowed 3 video visits per week. This is in addition to the 4 in-person visits allowed per month.
  • Visitors must have the correct spelling and accurate information (as submitted for in-person visits - as it is in the Kentucky Offender Management System (KOMS)) in order to be approved on the Securus site to schedule video visits.

In-Person Visits

  • Each inmate may have up to 3 adult visitors, plus children.
  • Visits are conducted on Saturdays and Sundays, 8:30am, 11:00am, and 1:30pm. Visits will be two hours, and each inmate will be allowed four visits per month. If over 150 miles away, you may request an extended visit. You must be on the inmate's approved visitation list. The day you can visit will depend on the last digit in the inmates DOC number. Every Saturday and Sunday will alternate. The inmate shall inform you which day is appropriate to visit.
  • No alcoholic beverages, drugs, or weapons shall be permitted on institutional property. Prescription medication is permitted if it is in the original prescription container and can be left in the visitor's vehicle while visiting. A visitor found in possession of contraband as listed above shall be subject to felony prosecution and may be banned from future visits. Searches of vehicles and individuals are conducted at the discretion of the institution.
  • All visitors, age 18 and older shall be required to have proper picture identification.
  • All visitors must be on the inmate's approved visiting list.

All visitors shall be subject to search.
