The Lackawanna Co Jail is a low/medium-security detention center located at 1371 N Washington Ave Scranton, PA which is operated locally by the Lackawanna County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Lackawanna County accepts inmates from surrounding towns, Scranton Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The Lackawanna County Prison mission is the incarceration of person(s) adjudicated as offenders or suspected of being offenders of the law. The intent of such incarceration is to; protect society by providing incarceration as an appropriate deterrent to the commission of crime; insure that person(s) on a pre-trial status appear in court; provide a safe and secure environment for offender and staff; offer programs for positive personal growth and positive reintegration into the community upon their release; insure the basic physical and medical health needs are attended to; protect the basic constitutional rights of the offender(s).

The Lackawanna County Prison is was originally built in the mid-1880s for a population of 110 prisoners. A major renovation and expansion were completed in 1999, allowing for a maximum population of approximately 1,200 prisoners. We house male and female pre-trial detainees and sentenced inmates up to one day less than five years. The Prison is like a small town in that all the needs of the inmates are contained within the walls such as laundry, food service, canteen, medical services, chapel, gymnasium and housing units.

Various programs are afforded to the inmate population based upon their classification along the lines of Drug & Alcohol Counseling, Alcoholic Anonymous meetings, Anger Management, Parenting Classes, and Computer training – just to name a few.

Intervals : Will be the same as general population 1/2 hour intervals.
All Visitors for SH, SHV (SHV+) and RHU must arrive a 1/2 hour prior to the start of the visitation period. This allows ample time for transportation.
No inmate will be moved during a visit already in session.
Location: Inmates classified SH, or RHU with separations will be transported separately and placed on opposite sides of visitation. SHV, SHV+ use the interview rooms.

There are two types of visitation offered to family and friends of those incarcerated in the Lackawanna County Prison: Secure (regular) Visits and Personal (contact) Visits.

I. SECURE / REGULAR WEEKLY VISITATION

Secure Visit – a secure visit is a visit between an inmate and a visitor held in Inmate Visitation room. The visit is one wherein the inmate is on one side of a fully enclosed partition with a large window and the visitor is on the other side.

A. All visitors and vehicles on the premises are subject to search. Refusal to submit to any search shall result in the revocation of visiting privileges indefinitely.

B. Valid forms of ID for visitors are: a state driver’s license, a state ID card with picture, a passport with visa for foreign nationals.

C. Inmates must be cleared from the initial quarantine period prior to receiving a visit.

D. All visitors 18 years of age and older must have a valid photo ID. A parent or legal guardian MUST accompany children under the age of 18. A parent or legal guardian certification form needs to be filled out by the accompanying adult attesting to the fact that they are the child’s parent or legal guardian prior to granting a visit with the inmate. Legal or court documentation is not required as proof…the individual’s signature shall be sufficient.

E. Items considered inappropriate dress for a visitor are cut offs, short shorts, skirts/skorts above mid thigh, tube tops, tank tops, spaghetti straps, low cut/revealing shirts or blouses, see-through/transparent clothing, spandex, hooded garments (excluding religious coverings), coats/jackets, clothing displaying offensive materials, clothing depicting references to drugs or alcohol, anything appearing gang related, ragged or torn clothing that is considered revealing.

F. Children are to be held on the visiting parent’s/guardian’s lap during a visit.

G. In the event that there is more than 1 child, only 1 child is allowed in at any given time. The other child/children are to be accompanied by another adult in the visitor waiting area. Children may “switch” places during the inmate’s visiting time, but not more frequently than every 10 minutes.

H. Visitors may visit only one inmate at a time.

I. Visitors are to store their personal items in a coin operated locker or they are to leave personal items in their vehicles.

J. The use of obscene language or other conduct of a disorderly nature is prohibited and shall result in the termination of the visit and possible suspension of visiting privileges for the visitor and/or the inmate.

K. Reasons a visit or visitor will be denied include: inmate refused, inmate unavailable, wrong day or time, invalid visitor ID, visitor unable to clear metal detector, visitor inappropriately dressed, visitor is not compliant with staff requests, visitor appears intoxicated/under the influence, child(ren) being disruptive/not properly supervised, visitor provides false information, visitor is a former LCP inmate within the past 90 days, visitor’s privileges are under suspension/revocation.

L. Visitors with babies may bring 1 baby bottle, 1 receiving blanket and 1 pacifier into the visit with them. All other property must be secured in a coin operated locker or left in the visitor’s vehicle.

M. Children shall remain under constant supervision of an adult.

N. If a child is left unattended or is allowed to be disruptive the visit shall be terminated or denied.

O. In the event that an inmate’s visitor is unable to attend the regularly scheduled secure visit the inmate may request a special visit via the Assistant Warden of Treatment. Said request must be in writing and must explain the circumstances revolving around the request. The Assistant Warden of Treatment shall provide a written response within two working days of his/her receipt of the request. If a special visit is granted it will be a “secure” visit (i.e., the visit will occur in the secure visitation area and will be ½ hour in length at a time other than the regularly scheduled visit for the prisoner’s housing block).

II. PERSONAL / CONTACT VISITATION – all of the above listed issues pertain to personal visits as well as issues P. through S., which are listed below.

Personal Visit – a personal visit is a visit between inmate and one to four family members of that inmate. Adult visitors much be related to the inmate either through marriage or by birth. Adult visitors must accompany and supervise any children and must be the legal guardian of the children.

Immediate Family – consists only of; mother, father, sister, brother, spouse, children, step-children, step-parents, step-siblings, in-laws and grand children.

P. A maximum of 3 children may visit with along with a parent/guardian. The accompanying adult visitor must be the parent of the children or the children’s legal guardian. Fiancées and girlfriends of an inmate shall not be allowed to supervise children that are not theirs or under their legal guardianship.

Q. Counselors may schedule more than one but no more than three inmates’ personal visits at the same time, provided that the inmates are from the same housing unit/block.

R. Personal visits are intended to allow deserving inmates the opportunity of visiting with approved visitors, regardless of whether there are children involved. However, the adult visitors much be related to the inmate either through marriage or by birth.

S. Inmates in Protective Custody, Administrative Custody and Disciplinary Custody shall not be afforded the opportunity of personal visits due to the nature of their charges and/or the reason for their custody status.
