Maine has two separate phone systems. The Maine Department of Corrections (MDOC) operates state prisons under a statewide contract with ViaPath Technologies (GTL/ConnectNetwork). Maine's 16 counties each operate their own jails and contract phone services independently.

Two things stand out about Maine's state prison phone system:

First, Maine passed a law in 2022 tying prison phone rates to FCC caps, which currently means a ceiling of $0.12 per minute. Maine was already charging a low $0.09/min under its prior contract, and the state is committed to maintaining a low rate.

Second, Maine's 2022 law created a free call provision for state prison residents who have less than $10 in their facility account: 30 free minutes per week to reach family, plus 30 additional free minutes per week for attorney calls. The state pays for these calls.

PART 1 - MAINE STATE PRISONS (MDOC)

How MDOC phone calls work

Residents place outgoing calls only. Residents cannot receive calls. The resident calls from a facility phone to numbers on their approved calling list. All calls are monitored and recorded. Three-way calling, call forwarding, and VoIP workarounds are prohibited.

AdvancePay: You fund an account tied to your specific phone number. When the resident calls, costs are deducted from your balance. Works for all phone types including cell phones.

Alternatively, you can deposit funds to the resident's phone account directly through Maine's state deposit service: maine.gov/online/correctionsdeposit/main.cgi (accepts credit cards; provided by Maine DOC in partnership with InforME). This service deposits to both trust/general accounts and phone accounts.

Rate

Maine state law (HP 853, effective October 1, 2022) caps prison call rates at the FCC interstate rate. The FCC 2025 IPCS Order (effective April 6, 2026) sets that ceiling at $0.12 per minute for large prisons.

Maine DOC previously charged $0.09/min under the Legacy contract and has committed to maintaining a low rate. Commissioner of Corrections Randall Liberty stated the department would stay at or below the legal ceiling. Free call provision (state law)

Maine state law provides that residents with less than $10 in their facility account receive:

- 30 free minutes per week to speak with family

- 30 additional free minutes per week to speak with an attorney

The Maine Department of Corrections pays for these calls from the state general fund. No account setup is required to benefit from this provision - it is administered through the facility.

No connection fees or early-termination fees

Maine state law also prohibits phone service providers from charging:

Money from calls

The phone contract includes a revenue-sharing arrangement. Under the prior Legacy contract, the department received $0.05 back for every $0.09-per-minute call. That money goes into an "Inmate Benefit Fund" - dedicated accounts at each facility used to fund programs like fitness equipment, sports leagues, music programs, and GED instruction. These funds cannot be used to operate the jail.

PART 2 - MAINE COUNTY JAILS (16 counties)

Maine has 16 counties, each operating its own jail. County jails contract phone services independently from MDOC. The Maine 2022 law caps county jail rates at the FCC interstate rate, which for small jails (under 1,000 ADP - all Maine county jails fall below this threshold) is up to $0.21/min under the FCC 2025 IPCS Order.

County jails in Maine retain the ability to charge connection fees and early-termination fees and may block calls to numbers without prior billing relationships - provisions that were stripped from the county jail section of the 2022 law. Pretrial detainees at county jails do not receive free calls under the state law.
