Maine has a rule that goes into effect before you even put pen to paper: all incoming general correspondence for adult residents must be on 8½" x 11" white paper, written or printed in black or dark blue ink. No colored paper, no colored ink, no lined notebook paper from other-sized pads. The rule has been in effect since April 2021 and applies across all adult facilities.

Maine also runs a two-address system that trips up families who are not expecting it. Most facilities have one mailing address for regular first-class letters and a completely different physical address for packages, newspapers, magazines, and legal mail. Sending mail - letters and correspondence
