Massachusetts prison visitation rules, 103 CMR 483, and the most detailed dress code in the directory

Massachusetts DOC visitation rules, 103 CMR 483, 24-item dress code (no blue/black jeans, no glitter makeup, no bobbie pins), 10-person list, 100-mile special visit rule. InmateAid.

INTRO

Massachusetts runs a mid-sized prison system under the Department of Correction (DOC), governed statewide by 103 CMR 483 (Visiting Procedures). The regulation is published in full on mass.gov, the dress code is updated annually (February 2026 is the current version), and visitation procedures are accessible and transparent compared to most states.

Massachusetts has what is arguably the most detailed published visitor dress code in this entire 50-state directory - 24 enumerated prohibitions with seasonal exceptions, age exceptions, and material-specific rules. It also has one restriction that appears in only one other state in the directory: no blue or black jeans.

The regulation also provides a meaningful protection: when a visitor is denied entry for a dress code violation, they have the right to leave, change their clothing, and return the same day. This is explicitly stated in the regulation and gives families who make long drives a second chance rather than a lost day.

Massachusetts uses commercial bail bonds - bail_banned = false.

APPROVED VISITOR LIST - 103 CMR 483.10

Massachusetts DOC does not restrict visiting to prescribed classes of persons - relatives only, prior acquaintances only, etc. Visitors can include immediate family and friends. The maximum approved adult visitors per inmate is 10.

How the list works:

- Upon commitment, the inmate is allowed 2 adult visitors and a reasonable number of visiting children pending the full approval process

- The inmate must submit an Inmate Visitor Listing within 30 days of admission

- Each adult visitor goes through the preapproval process outlined in 103 CMR 483.10(2)(e)

- The approved list may be revised upon inmate request twice per year

- Minors do not require pre-approval, but the guidelines in 103 CMR 483.10(10) must be met

List cap: maximum 10 pre-approved adult visitors. The combination of immediate family and friends can fill these 10 slots.

Applications: Visitor Form (Attachment #1) - available at the facility or on mass.gov.

Visitor approval suspension: under 103 CMR 483.16, if a visitor is suspended, they are entitled to written notice and the opportunity to respond in writing within 15 working days.

SPECIAL VISITS - 100-MILE RULE

Massachusetts publishes an explicit special visit provision for long-distance visitors:

Visitors who have traveled over 100 miles one-way may request exceptions to visiting schedule, duration of visits, or number of people allowed to visit at one time. Requests must be submitted in writing to the Superintendent or designee. Special visit approval is documented in writing and a copy is sent to the visitor, the inmate, and facility staff. All visitors approved through such requests are still subject to the preapproval process.

THE DRESS CODE - 24 ENUMERATED PROHIBITIONS (103 CMR 483, FEBRUARY 2026)

Massachusetts DOC publishes its full visitor dress code as Attachment #6 to institutional visiting procedures, updated February 2026. It is the longest and most specific dress code in this directory. Children aged 8 and younger have explicit exceptions noted for many prohibitions.

THE BLUE/BLACK JEANS PROHIBITION (item 14):

Visitors may not wear any type of blue or black jeans into any Massachusetts DOC institution. This is the second state in the directory with a blue denim prohibition (California prohibits blue denim under CCR Title 15 §3174). Massachusetts extends the prohibition to black jeans as well - any dark denim is out. This includes dark wash jeans, black jeans, and standard blue denim of any shade.

Exception: children age 8 and younger may wear blue or black jeans.

THE GLITTER MAKEUP PROHIBITION (item 24):

No wearing or possession of any type of glitter makeup materials - including ChapStick or lip balms, facial makeup, nail polish, eye shadow, etc. This is unique in the directory. The basis is that glitter and lip balm can be used to conceal or transfer substances. Leave all makeup and lip products at home or in your car.

BOBBY PINS AND BARRETTES (item 12):

Bobby pins, barrettes, and ribbons are not permitted. Hair accessories that cannot be easily removed to be searched are also prohibited (item 11). Only hair accessories that can be easily removed pass muster.

The seasonal boot exception (item 1):

Boots worn above the knee are prohibited year-round. Boots below the knee are permitted October 15 through April 15 (cold season). Work boots are never permitted under any circumstances.

THE SECOND-CHANCE DRESS CODE RULE

If a visitor is denied entry for a dress code violation, the Shift Commander is notified for approval of the denial. The denied visitor may, if they choose, leave the institution, correct their clothing, and return during the same day to visit.

Repeat violations: documented. After the third warning, the Superintendent may suspend the visitor's visiting privileges.

This second-chance provision - published in 103 CMR 483.15 - is among the most visitor-protective provisions in the directory. For families who drive 90 minutes from Springfield or 2 hours from Cape Cod, being able to change and return the same day can save a visit.

MEDICAL DEVICES AND LIFE-SAVING MEDICATION

Massachusetts has the most detailed published medical device accommodation process in the directory:

Visitors with life-saving medication or medical devices (nitroglycerin, inhalers, glucose tablets, pacemakers, defibrillators, wheelchairs, prosthetics, insulin pumps, casts, braces, medically necessary shoes, canes, walkers, guide dogs, oxygen tanks) must obtain prior Superintendent approval to enter with the device.

Process:

1. Submit written evidence signed by a medical doctor documenting the need

2. Evidence must include an anticipated end date for temporary devices

3. Superintendent provides written approval

4. Visitor must declare the device AND produce the written approval at every visit

5. First-time visitors with a necessary device may get one-time Shift Commander authorization with a personal search - documented in an incident report

Life-saving medication must be kept on the visitor's person at all times during the visit.
