The primary objective is to provide safe, secure, and humane temporary custody of youth as mandated by the Ohio Revised Code, with length of stay determined by the Courts.

Central to the Tobin Center's approach is the Responsible Behavior Program, where youths progress through levels by demonstrating pro-social behavior and personal responsibility, earning privileges accordingly. The educational program, provided by the United Local School District, benefits from experienced and caring teachers who contribute to its success.

Daily life skills sessions cover a range of topics including drug and alcohol use, sex education, relationship conflict resolution, morals and values, self-esteem building, and suicide prevention. Meals are prepared daily, and medical needs are overseen by an on-call Nurse.

Collaboration with community agencies enhances programming, with the Tobin Center partnering with the Columbiana County Counseling Center to offer individual and group counseling for residents and families. Weekly church sessions and a Chaplaincy Program cater to youths' spiritual needs, while family visitation is actively encouraged to support youths' transition back home.
