Located at 833 West St in Holly Springs, MS, MCCF carefully assigns inmates based on their custody level, considering factors like criminal history. MCCF offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. The MCCF commenced operations in June 1996, situated on a 42-acre plot, 17 of which are fenced in. Initially, it held an authorized capacity of 1,000 beds for medium-custody adult male inmates. Previously managed by Management Training Corporation (MTC) starting from August 13, 2012, the facility transitioned to state control on September 13, 2021.

This facility earned accreditation from the American Correctional Association in January 1998 and has since been re-accredited multiple times, including in June 2000, September 2003, January 2007, January 2010, and March 2014. The prison property spans a total of 45 acres, with 17 acres enclosed within the fences.

MCCF serves as a housing unit for both long-term commitments and inmates awaiting trial, which means that not all inmates may be eligible for the programs offered at this institution.

Despite this, MCCF provides a variety of programs aimed at rehabilitation and skill development. These include academic education programs, with a focus on obtaining a GED, and vocational education programs in fields such as culinary arts, horticulture, and computers. Additionally, the facility offers drug rehabilitation programs, both long-term (six months) and short-term (nine weeks), aimed at addressing addiction issues among inmates.

Other programs available at MCCF encompass adjustment skills and orientation, life skills training, and pre-release preparation, all geared towards facilitating successful reintegration into society upon release. Moreover, a Bible education program is offered alongside eight educational club programs, catering to a range of interests and needs among the inmate population.
